I am the Chief Plans Examiner who manages the Development Review Section within the Office of Permitting Services. I manage a group of eight (8) talented technical and professional individual who have a wide range of responsibilities that include and is not limited to stormwater drainage, sidewalks, major and minor subdivision plats, land development, zoning & planning review, commercial sign permits, landscaping review - shade coverage, driveway approach’s, review of parking lots layouts for accessibility, handicap parking, handicap ramps and construction plans for both private and public, FDEP plans and application, dumpster, etc. I am responsible for the allocation and calculation of Sanitary Sewer Benefit Fees (sewer services policy and chapter 30); Transportation Impact Fees (chapter 56); and collection of Orange County School Impact Fees. In accordance with City Code, Chapter 59 Concurrency Management, process application for verification and encumbrance of capacity thereby issuing a reservation certificate for capacity. Serve on the Mayor’s Business Assistance Team and the Mayor’s Neighborhood Matching Grant Program (MNMG) and SHIP Home Funding Committee. In the area of Development (horizontal) Review there are two Civil Engineers site reviewer’s, two Transportation plans Examiners, five engineering/zoning plan examiners and one planner II- single family reviewer that makes up this section.

Reviews preliminary and final plans and other documents relating to land usage and development to determine compliance with applicable ordinances, rules and regulations in assigned area which could include streets, storm drainage systems, and sanitary sewer systems; prepares feasibility reports outlining conditions for approval for supervisors' review. Reviews and processes applications for allocation of sewer capacity; evaluates sewer capacity need and calculates sewer benefit fee based on data from sewer service application and construction plans utilizing standard formulas. Ensures fees paid in accordance with established policies. Calculates impact fees and ensures fees paid in accordance with established policies. Provides technical assistance to property owners, architects, engineers, and developers regarding questions on plan review process in area of assignment such as storm and sewer drainage, driveways, parking lots, and roadways; offers alternative methods of obtaining compliance or reduce cost such as by explaining ways of reducing projected waste water flows. Reviews and interprets record plats, field survey notes, right of way and as built drawings to determine characteristics of proposed construction projects and plots. Attends various meetings such as Technical Review Committee, Board of Zoning Adjustment, etc. to provide input concerning the Bureau's requirements regarding land usage and development. Operates computer to enter, retrieve, delete, and/or manipulate various types of engineering data; prepares various projects.
