Doha Qatar

As CRE and Country Manager I was in charge of the team contracted to provide construction supervision services for a large and complex infrastructure project in Qatar. The Doha North Infrastructure Project comprises four separate Contracts one of the largest sewage treatment plants in the Middle East, 33kms of 2,4 m diameter bored interceptor sewers and large diameter steel rising mains, one of the largest and deepest pumping stations and a TSE distribution system. Our works involved quality control through site inspection, contract administration and management for the delivery of the project. Construction cost $ 2 Billion.Responsible for the management of a team of 65 engineers and inspectors for all four contracts, enforcing the quality control through the construction supervision, and management of all aspects of contracts administration, budgets, programme and risk. We were in direct contract with the Public Works Authority and worked with the support of a Project Management Consultant. A significant part of my work was the management of people, meetings, contract interpretation and administration. The vast amounts of correspondence, meeting minutes and reports were under my review. I was also involved with the determination of strategies to protect the risk for the client during the implementation of the project.The sewage treatment works was design and build and we were responsible for the design review which was carried out by a number of specialist engineers under my leadership.My position outside the project was as Country Manager responsible for the day to day running of the Stanley office in Doha. This involved general administration, dealing with human resource requirements and the commercial aspects of the financial health of the business and investigating new business. As a new office in Qatar I was involved with all the registration requirements and also in acquiring accreditation for ISO 9001 2010 Quality Management.

Dubai

Commercial ManagerGroup Five Construction (Dubai, United Arab Emirates) May 2007- June 2008I was Commercial Manager for the Dubai office, reporting to the Executive in the Head Office in South Africa. Responsible for all commercial aspects of the business, comprising 1 Billion Dirhams worth of Civil/Building works for the Directorate of Civil Aviation. The work with site included review of contractual correspondence, claims preparation, negotiation of claims and variations for the Main Contract. In addition, review of subcontract documentation, negotiation and finalization of subcontracts. The business as a whole required; risk assessment of tenders and contracts, strategic analysis of the business and contracts, and management of personnel within the commercial team preparing reports and documentation.

Ho Chi Ming City

As CRE I was in charge of a Construction Management Contract (200Mil USD) for a major sanitation infrastructure project, for the People’s Committee funded by the World Bank – Nhieu Loc – Thi Nighe. The Major Contracts included a Pumping Station 20m deep; 8Km x 3.6m Concrete Pipe bore; and 16 km of concrete sheet pile wall with dredging. Minor Contracts involved sewer upgrades for 1.5M people in a densely populated city. The Construction Management team was 5 expats and 60 local engineers carrying out supervision of the works, quality control and administration and management of the contract. I had close links with the local client and the World Bank, in terms of the management of the performance of the works and the planning of strategy and risk. Work was strongly focused towards the contract administration and interpretation in the defence of numerous claims, contractual issues and variations from the Contractors.The works were administered through a basic FIDIC form of contract with World Bank modifications. It was a challenging project working closely with local engineers and training them in the understanding of the expectations of International Contracts.

Johannesburg Area, South Africa

I was Commercial Director, responsible for all aspects of the contractual performance of many contracts located in various countries in Africa. Our philosophy was to maximize financial entitlement and minimizing risk through sound Contractual Administration whilst ensuring high quality and delivery. I managed the Contract claims preparation for all our projects in the region. These projects were governmental or aid funded, EU, USAID, for roads and pipeline infrastructure in Botswana, Kenya, Mozambique and Zambia.The forms of Contract being used were FIDIC and the EU, with some local South African variations. The work included the preparation of documentation, working with claims and legal specialists for a number of successful disputes dealt with by Dispute Adjudication Boards and mediation. My position involved an active involvement on the Exco and Board of the company.
