Formerly the Director, International Cooperation for the Under Secretary of Defense (USD) for Acquisition, Technology and Logistics (AT&L). The growth in international activity specific to defense acquisitions and the requirement for more effective cooperation with U.S. allies in research, development, production and support of weapons systems gives prominence to international cooperative policies. The Director, International Cooperation supports the USD (AT&L) and Secretary of Defense on various international matters by developing and monitoring the implementation of international armaments cooperation policies within the Department of Defense (DoD) in close coordination with US Government agencies, foreign governments, and U.S. and foreign industry. This policy leadership role encompasses all aspects of the DoD requirements, acquisition and budgeting processes beginning with system requirements formulation through concept development, demonstration and validation, engineering development, test and evaluation, production, deployment and replacement.

Deputy Assistant Secretary of the Army for Defense Exports and Cooperation with 25 years expertise in international policy formulation, government to government and commercial sales of defense material, and scientific collaboration across the full spectrum of defense technology objectives. Currently responsible to the Secretary of the Army and the Army Chief for all international technology transfers, sales of military equipment and services, and international scientific collaboration. Also serve as the US Army representative to NATO, various bi-lateral and multi-lateral fora.
