• North Florida Regional CRA program management.• Operating as part of the North Florida Regional Executive Team. (Summit Award Winners 2016)• Managing and mitigating regional and statewide risk associated with Bank compliance to the Community Reinvestment Act, Fair Lending, BSA/AML.• Creating and implementing local strategy to produce a best in class CRA program results.• Managing Bancorp initiatives for appropriate delivery to the local low-to- moderate income communities.• Completing and submitting self-assessments, consisting of performance data and context around CRA performance and the 3 prong test inclusive of community development services, community development lending (HMDA geographical and borrower related, small business geographical and revenue related, and community development loan related), and community development investment.

In his current role, Keith is responsible for : - Interpreting policy / initiatives, and maintaining all relationships with multifamily developers, the GSE’s (Fannie and Freddie), HUD, Florida Housing Finance Corporation, and the State of Florida Community Development Department. - The oversight, asset management, development and disposition of county owned real estate, and buildings.- The negotiation of commercial real estate development transactions, where extensive legal and financial expertise, is required. - The creation and / or review of sources and uses, proformas, cost allocation tables, and draw schedules.- The creation and/or review of all third party reports such as environmental, plan and cost reviews, and appraisals. - Reviewing all county involved projects / developments for adherence to quality, cost control, scope, and schedule. - Managing stakeholder communications and reporting directly to the Real Estate Department Director and Board of County Commissioners on project / developmental risk. - Providing technical assistance and advising the county on NSP related single family / multifamily acquisitions and disposition strategies.- Advising the Real Estate Development division on financing affordable housing developments with CDGB Funds, Housing Tax Credits, NSP, Multifamily Mortgage Revenue Bond Allocations, General Obligation Bonds, SHIP, HOME, and Surtax funds.- Advising the County by providing Subsidy Layering / Credit Underwriting expertise on multifamily, supportive housing, and transit oriented developments.- Advising and assisting the County’s Attorney’s Office on scripting Funding Agreements and Land Use Restriction Agreements (LURA). - Currently directly managing Miami-Dade County’s interest in the development of over 20 multifamily affordable housing developments in various stages of the development. In his role at Fannie Mae, Keith was responsible for the following results: - Managing all projects targeted at improving / deepening Fannie Mae’s business relationships throughout the State of Florida. - For initiating, planning, executing, monitoring, and controlling the Neighborhood Stabilization plans for the State of Florida. - For planning, staffing, and executing on MHA, HAMP, and HARP related train-the-trainer events Statewide. - For engaging with Florida’s 67 county governments, and municipalities to explain the nuances of the Neighborhood Stabilization Program (NSP).- For managing Alternative Disposition vendors, assets, and REO associated with Fannie Mae’s 15 –Day First Look program in Florida.- Responsible for Florida being the #1 state in the nation for transferring properties to municipalities, and alternative disposition REO buyers. - For reviewing all North Florida grant applications and determining grantees and grant levels. - For maintaining Fannie Mae’s community outreach and relationships with not-for-profit networks statewide. - For managing Fannie Mae single family alternative disposition REO inventory for the State of Florida. - For improving Fannie Mae’s market share of REO alternative disposition sales by 25% over a two year period. - For increasing Fannie Mae’s single family alternative disposition REO sales by 300% over a two year period within the State of Florida.- For representing Fannie Mae at State level conferences, panels, and discussions concerning public policy, foreclosure prevention, and neighborhood stabilization.

• Wachovia CRA South Florida Region program management.• Monitoring Wachovia’s services, loans, and investments, in Low to Moderate Income (LMI) areas.• Creating, planning, executing, monitoring, and controlling community actions plans targeted at revitalizing the urban core and engaging diverse communities.• Advising bank executives on the methods, models, and appropriate resource allocation and commitment levels necessary to maintain an “OUTSTANDING” CRA rating.• Training bank staff on the Community Reinvestment Act, Home Mortgage Disclosure Act (Reg. C), Equal Credit Opportunity Act (Reg. B), and the Fair Housing Act.• Managing Wachovia’s reputational risk in the community.• Ensuring the bank met the credit needs of the LMI community.• Overseeing, reviewing, and signing off on all Community Development related grants in South Florida totaling over $500,000 in annual giving.• Managing all internal employee volunteerism, and participation in South Florida charity events.• Working with local CDFI’s to ensure the provision of access to affordable housing to LMI individuals.• Representing the bank on all conferences, panels, and boards

• Operated as a Cluster Manager and later as the CRA Officer for all of South Florida.• Managing not-for-profit outreach and foundational giving.• Managing banks reputational risk, corporate volunteerism, and event staffing.• Interacting and working closely with the various individuals, municipalities, for profit, and not for profit organizations addressing local affordable housing concerns.• Monitoring and approving all Federal Home Loan Bank of Atlanta AHP applications.• Providing technical assistance to Community Revitalization Agencies (CRA’s) concerning creating baseline assessments of current housing stock, and preparing structured finance deals.• Training internal commercial lending personnel on tax increment financing (TIF), surtax dollars, and the use of tax credit equity.
