Guidehouse acquired Navigant in October 2019. Keith Downes is an Associate Director for Navigant in the Energy Efficiency and Demand Side Management (DSM) Practice Area, which is part of the broader Energy Practice. As a consultant Mr. Downes advises a wide range of clients, including utilities, government and statewide entities across North America and internationally. Keith is well versed in energy efficiency process and impact evaluation, DSM portfolio design and implementation, and baseline studies. Mr. Downes is proficient in analyzing a wide range of C&I technologies and markets including Lighting, HVAC, Refrigeration, Compressed Air, Combined Heat and Power, Industrial Process and C&I New Construction.

Vermont Energy Investment Corporation is best known for their award winning Efficiency Vermont contract. We provide statewide energy efficiency services for all electric rate payers. As an Energy Consultant I analyze and manage energy efficiency opportunities for commercial and industrial facilities. In addition I direct design teams on new construction projects towards efficient technologies, integrated design and code compliance.

My tenure was at IBM’s primary semiconductor chip manufacturing plant located in Essex Junction VT. I developed and qualified next generation of BEOL passive devices in SiGe microelectronic chips while in the Technology Development department. In Process manufacturing I developed and qualified Physical Vapor Deposition manufacturing processes for copper BEOL thin film metals.

Designed and field optimized utility scale low NOX pulverized coal burners for compliance with Clean Air Act.
