• Responsible to commander for oversight of planning, coordination, and execution of all G-1/ manpower and administrative related activities required to support up to 53,000+ Marines, Sailors and civilians; activities include procurement, classification, assignment, transfer, retention, reenlistment and replacement of personnel. Supervise and lead G-1 sections/functions: Adjutant, Active and Reserve Manpower, Civilian Manpower, Career Planning, and Operations/Plans. Strategic Total Force Management Planner; developed Standing Operational Procedures and Directives for personnel policy. ; As required, served as Security Manager, Linguist Manager, Sexual Assault Response Coordinator and Victim Advocate

• 1 of 14 Marines screened and selected by Assistant Commandant of Marine Corps to be assigned to be assigned to Marine Forces Europe for the purpose of establishing a Marine Forces Africa component to a newly forming combatant command, U.S. AFRICOM in 2007. Was a plank holder and the first AC/S G-1 during the activation of MARFORAF. Planned, coordinated and executed all phased G-1 related requirements necessary to stand-up Marine Forces Africa and then as first AC/S G-1, assuming all G-1 related missions, activities and equities from MARFOREUR and the CJTF-HOA mission from MARCENT.Orchestrated the reception, staging, screening, training, and onward movement of individual Marines and forces assigned to the EUCOM/AFRICOM area of responsibility. Maintained situational awareness of the disparate personnel assignments in the EUCOM/AFRICOM AOR and provided accurate and timely historical, empirical, contingency manpower data for presentation to the Commander and Higher Headquarters. Coordinated command’s MCBUL 5400 preparation, review and response for MARFORAF activation; led hiring efforts to fill commands civilian positions prior to FOC. Developed SOPs and directives for personnel policy within the command. Developed manpower and operational point papers; capability Gap/Analysis, Reserve Policy Board submission, et.al, Reviewed all AFRICOM AOR Joint Manning Documents (JMDs). Developed MOU w/DPC Camp Lejeune to conduct PTP and RSOI for individual augments deploying to the AFRICOM AOR. Developed commands Uncompensated Review Board submissions to include Troop to task list in search of manning solutions for identified gaps. Developed command’s manpower analysis submitted to HQMC (PP&O) for Marine Corps componency review. Served as Command’s representative to AFRICOM’s Strategic Assessments Council.

Baghdad, Iraq

• As OIC Strength Management/Joint Manning Document (JMD) Manager, responsible for validation and sourcing of all JMD in Iraq. Supervised and assisted seven Multi-National Commands in Iraqi theater with JMD reviews, JMD manning and personnel/strength management issues for 170,000+ Joint and Coalition members. Coordinated with CFLCC, ARCENT< NAVCENT, CENTAF, CENTCOM and other government agencies on personnel management manning issues. • Developed, monitored and executed theater wide personnel plans and policies; ensure the accuracy of theater-wide accountability. Manage personnel strength reporting via JPERSTAT, JTPR, DTAS and local strength accounting information systems. • Performed strategic level personnel data analysis and reports to include Status of Forces report to CG MNF-I (4 Star GO) and Sourcing Scorecard to CENTCOM and Joint Staff. Supported Force Structure Review Groups, OPTs, and others with personnel requests for information analysis. • Routinely produced Flag level information/trip papers for Commander MNF-I to brief CENTCOM, SECDEF and Congress on theater manning issues. • Conducted Strategic level review of Manning Documents and defended Commander, MNFI manning documents orally and in writing at the JCS annual manning document review at the Pentagon. • Additionally, served as Deputy Director of personnel for Joint team consisting of service members from all services.
