Rails-to-Trails Conservancy is a national organization with more than 160,000 members and supporters dedicated to transforming unused rail lines into multipurpose trails. Since its founding in 1986, RTC has worked with communities to create more than 23,000 miles of rail-trail that are used by tens of millions of Americans every year for walking, running, skating and biking. Keith was responsible for overseeing all activities related to trail building, policy advocacy, public education, finances and management.

Among his duties while serving in the White House, Keith was the White House liaison to the President’s Council on Sustainable Development (PCSD); drafted the Sustainable Communities chapter of the PCSD's landmark "Sustainable America"​ report; directed Vice President Gore’s Reinventing EPA initiative; conducted the Clinton administration's comprehensive review of federal wetlands policy; was the executive director of the White House Task Force on Livable Communities; and was primary author and editor of "Building Livable Communities,"​ a report released by Vice President Gore in June 2000: https://clintonwhitehouse4.archives.gov/CEQ/livability.html

During his time on Capitol Hill, Keith was chief of staff to Rep. Howard Wolpe (D-MI); an associate staff member of the House Budget Committee; executive director of the Northeast-Midwest Congressional Coalition; and staff director of the Subcommittee on Investigations and Oversight of the House Science Committee. In these positions, Keith developed expertise in energy and the environment; the federal budget; community and economic development; and federal R&D policy.
