Whitman-Walker Institute is an organization with national scope that leverages cutting-edge research, policy, and education to advance health equity for communities across the country, particularly LGBTQ+ people and people living with HIV. The Institute is affiliated with Whitman-Walker Health, a Federally Qualified Health Center with more than 50 years of service to diverse communities across the Washington, D.C. area and nationwide.

• Conceived and lead Out2Enroll (www.out2enroll.org), a national communications, training, and policy partnership with HHS and the White House to connect LGBT people with ACA coverage.• Oversee strategic and daily operations, including coordinating a coalition of more than 70 partners, managing staff and consultants, developing communications strategies, conducting fundraising and grants management, and delivering trainings to partners across the country.• Created the training “Reaching and Assisting LGBT Communities” and trained more than 15,000 enrollment assisters in all 50 states.• At the request of the HHS Office for Civil Rights, created and presented trainings on civil rights and the ACA to the HHS Regional Offices.

Served on a consensus study committee charged with developing recommendations for the National Institutes of Health on the measurement of sex, gender, and sexual orientation.

• Advised the Committee on Population and steered the funding and development of a groundbreaking study on health and well-being in sexual and gender diverse populations.• Authored and edited report components related to physical and mental health, health services accessand use, policy and law, data collection, and demography.• Led report dissemination to policy, academic, medical, media, and community audiences.

Advised and assisted the Committee on Population in the funding, coordination, and launch of the report.

Health Policy Research Scholars is a national leadership program supported by the Robert Wood Johnson Foundation to build equity by investing in scholars from populations traditionally underrepresented in graduate programs whose research, connections, and leadership will inform and influence policy toward a Culture of Health.

Through the Gordis Fellowship, designed and taught an upper-division seminar class titled "Policy, Politics, and Power in Health Equity" in the Johns Hopkins University Public Health Studies Program; awarded the Golden Apple Award for Excellence in Teaching.

At the Center for the Study of Inequality, designed and conducted reviews on policy issues related to social inequality and health.

• Developed and implemented strategies to advance federal and state advocacy goals around health equity, ACA implementation and coverage expansion, public and private health insurance reforms, appropriations and agency funding, nondiscrimination, health system transformation, and data collection and research.• Coordinated and represented coalitions of diverse community and advocacy organizations focusing on civil rights, health care, and public health in policy roundtables; meetings with legislative and agency staff in federal, state, and local government; regulatory comment processes; and legislation development.• Drafted and disseminated original research, policy recommendations, and analysis to audiences such as federal Executive Branch offices and agencies, the Presidential Advisory Council on HIV/AIDS, congressional staff, state departments of health, professional associations, national media outlets, and community partners.• Regularly presented and quoted in venues such as the White House, U.S. Department of Health and Human Services (HHS), the U.S. Congress, O’Neill Institute for National and Global Health Law, Washington Post, New York Times, Time, Reuters, and NPR.

• Led the health policy portfolio of the Federal Agencies Project, a funder collaborative focusing on advancing health equity via regulatory policy at the federal Executive Branch agencies.• Managed a staff of researchers and policy analysts.

Conducted policy analyses and wrote reports, memos, regulatory comments, and media pieces on issues such as health reform, Medicare & Medicaid, HIV/AIDS, health disparities, and health information technology.

Co-founded and directed a project that secured disparities data requirements in the federal regulations governing the Meaningful Use of Electronic Health Records program.

Managed the strategic planning process of the Global Philanthropy Project, an international collaborative of 15 major funders that seeks to increase the amount of funding available to support the human rights of LGBT people globally.

Advised on the development and implementation of Kaiser’s industry-leading LGBTI Health Equity program.

In coordination with 75 member organizations in 22 states and other stakeholders, developed a national policy strategy for advancing LGBT health equity objectives.

Conducted French-language qualitative research and wrote a report on designing sexual- and gender-based violence programs in conflict situations (N'Délé, Central African Republic).
