Kelly is the founder and CEO of Community HealthWorks (CoHeWo), (formerly Sacramento Covered), a community-based organization with a mission to advance community, social and economic health one person at a time by addressing social drivers of health such as access to health coverage, primary and preventative care, behavioral health care, housing, food, and other needed services to promote stability and self-sufficiency.During the past decade, Kelly has led CoHeWo's 500% growth in size and scope of services. This includes transitioning from a City program to an independent 501(c)3 nonprofit organization; increasing staff from 13 employees in 2013 to more than 150 employees in 2023; acquiring a new headquarters in Midtown, Sacramento, and; strengthening and expanding programs to better serve clients and improve health outcomes. Kelly has positioned CoHeWo for exponential growth as the state implements CalAIM (California Advancing and Innovating Medi-Cal), a first-in-nation effort to transform and strengthen the state’s Medicaid system by creating a more coordinated, whole person care approach to health and wellbeing.As a successful nonprofit CEO with an entrepreneurial mindset, Kelly has expertise in organization growth and administration, healthcare and social services programs, community collaboration, team building, volunteer management, public speaking, and fundraising.Kelly is a best practices leader in developing innovative and data-driven approaches to client care that address social determinants of health. She was an early and ardent proponent of the Community Health Worker (CHW) model to reach people where they are, particularly medically complex, those experiencing homelessness, formerly encarcerated and at-risk individuals. Under Kelly’s leadership, CoHeWo hires and trains people with lived experience to serve as CHWs who reach people on the streets, Patient Navigators who connect with clients in hospital Emergency Departments, Pediatric Navigators who work with new parents in hospital maternity units, and Health Navigators who connect individuals and families to needed support services.With a commitment to diversity, equity, and inclusion, Kelly has focused on identifying, hiring, and training people who have the lived experience to fully identify with and support SC’s clients. The CoHeWo team is diverse, with members from different cultures and backgrounds, who speak multiple languages, and who are immigrants, queer, and transgender.
