The Commissioner provides comprehensive oversight, direction, planning and management for the North Carolina Division of Motor Vehicles by setting overall goals and objectives for the Division's daily operations (driver license and identification card production, vehicle registration and titling, dealer records, towing, odometer fraud, safety and emissions inspections, administrative hearings and operations). Develop and implement innovative ideas to enhance customer service and efficiencies while assessing needs of the organization. Responsible for the integrity and security of DMV records. Determine organizational structure and the ability to transform the Division based on new program emphasis and priorities. Develop quality assurance standards and measurements in order to comprehensively assess the quality of programs and services provided by the Division. Maintain awareness of proposed legislation that may have potential impact on the Division as well as determine need for new legislation. Respond when called upon to inform legislators concerning the impact of proposed legislation on Division operations.
