Provided proposal support to more than 34 operating units in 350 offices worldwide. Performed proposal management and development, and strategic capture planning; analyzed solicitation specifications and conducted preparation for proposal requirements, including proposal directives; scheduled and led proposal kick off meetings; monitored proposal development progress to ensure tasks were accomplished according to schedule, were in compliance with solicitation evaluation factors, and were of high quality; led or served as reviewer for Red Team / Gold Team. Proposal efforts ranged in value from several million dollars to multi-billion dollars. Led training sessions for capture planning, orals preparation, and proposal development, such as Standard Form (SF) 330. Attended corporate annual meetings and assisted in leading breakout sessions. Participated in company strategic and emerging initiative group meetings (U.S. Navy; Ports, Harbors and Waterfront; Federal Aviation Administration; and Federal Information Technology), including serving as a Business Development Support representative on steering committees.

On behalf of Tetra Tech, Inc.’s operating unit, NUS, wrote and managed proposals (Brooks Bill, SF330, SOQ) for federal agencies and commercial clients; provided key support for more than $3 billion worth of proposal wins within a six year period; coordinated and maintained marketing materials for 19 offices; developed marketing data, programmatic brochures, fact sheets, presentations and news releases; ensured internet and intranet websites were up-to-date and all written products and other marketing materials produced were grammatically correct and well written.

Implemented planned programs for providing P2 services in regional governmental operations; expanded the effectiveness of PRC’s P2 providers network; developed a WasteCap business-to-business mentoring program for Allegheny County; developed and maintained business relationships with regional P2/E2 providers; conducted P2 audits for local businesses and government; and researched potential funding sources and wrote grants.

Led client environmental and safety compliance, including OSHA Hazard Communication, Safety Education Programs, EPA SARA Title III, State Right-to-Know Laws, Ergonomics Programs, etc.; filed reports associated with EPCRA and PA Residual Waste Regulations; wrote Preparedness Prevention and Contingency Plans, Emergency Response Plans; wrote articles for Pennsylvania Taxicab and Para-Transit Association newsletters.
