Am a key strategist on energy, water and environmental issues as well as a legislative and regulatory advocate. Working collaboratively with coalitions, other firms and strategic partners have helped advance key policies on emissions reductions, clean energy and fuels and focus on climate adaptation and technology blending. Help obtain financing for new technologies and changing platforms for provision of water and energy, including for transmission, distributed energy resources and offshore wind, as well as ensuring economic inclusion in policy development, interconnection requirements and market rules in the clean, energy, water and teach spaces.

Served as founding Policy and Exec. Director for coalition of clean energy and fuels companies, and led policy efforts, including passage of SB 859 procurement mandates for Bioenergy/and in formation of and as initial Strategist/Advocate for Offshore Wind CA and as it’s delegate to legislative working group for early development of offshore wind policies and drafting of landmark AB 525 legislation.

As Director of State Public Affairs, Oversaw operations of 8 internal professionals, 10 contract lobbying and consultant team members, and support units comprising over 30 personnel. Organized and established state, federal, and local legislative and administration outreach strategies. Developed strategic business opportunities for micro-grids, and effected regulatory streamlining advancing utilities into competitive, non-traditional utility markets. Delivered strategic recommendations on all major issues impacting state legislation and state executive action, and coordinated with all state and federal regulatory agencies and Congress. Established and tracked Public Affairs and Political budgets of $5M and $1.5M respectively. Spearheaded the development of Corporate Goals for State Public Affairs and oversaw State Public Affairs operations. Key Achievements: Directed office reorganization, streamlined Operational Excellence, achieved budget reductions, and implemented strategies initiatives and processes successfully positioning the organization as a utility of the future. Served as key liaison on state government relations with prime business and industry associations and effectually oversaw all political outreach. Impacted legislative outcomes and policies, including increasing the renewables portfolio standard from 20% to 33% and obtaining needed rate reforms by overseeing the organization’s political strategy and managing key legislation. Established renewable and clean distributed energy projects by managing all transmission and interconnection issues with the Governor’s Office and key regulatory agencies. Piloted efforts of 123 coalition partners to defeat legislation to impose a procurement mandate for new geothermal resources and skillfully streamlined process to site and interconnecting clean distributed renewables, energy storage, and micro-grids for the Department of Defense facilities in California in lieu of legislative mandate in the area.

Brought a $500k annual practice to the firm and expanded to over $2.5 million in practice group and ancillary revenues to other practice groups through cross branding. Handled major communications, energy, environmental, retail, water and other companies - including Edison International, SMUD, California Water Association, California Independent Communications Association, SureWest Communications, Frontier Telecom, BLack Dot Wireless, alternative fuels companies, Brown Recycling, etc.

Handled an extensive government practice area across business sectors, including high concentration in energy, utilities, communications, retail, banking, etc. Clients included Los Angeles Department of Water and Power, Verizon Wireless, SureWest Communications, California Independent Communication Assoc, Frontier, Telecom, AT&T, adidas America, Eli Lilly, PHRMA, Fidelity Investment, etc.

Served as chief committee consultant for the Special Session committee on Energy Cost and Availability during the state's energy crisis of 2000-2001 and as Chief Consultant of the Utilities and Commerce committee overseeing energy, telecommunications, water, transportation and safety areas. Served on the Speaker's Task Force with key members of the Assembly committee and the Speaker's leadership team to advise on policy and strategy and work with stakeholders on bill language, oversaw committee staff of four developing analysis of over 100 pieces of legislation that passed through the committees, coordinated with Assembly floor Unit and Speaker's policy team as well as with Senate committees, Governor's staff and key agencies. Served as a panelist at four industry forums during this period, as a keynote speaker on regional balancing authorities in New York, and addressed three energy and telecommunications annual meetings.

Entered the agency as a regulatory analyst in the Transportation Division working on de-regulation of general freight trucking, developed a freight cost index as a pricing tool and authored a history and assessment of transportation regulation for the Division. Worked primarily in the Division/Office of Ratepayer Advocates over the balance of my time at the commission on electric utility rate cases and rate design; telecommunications rate cases, rate design, revenue requirements, cost of capital and market abuse as well as water cases, specializing in gain on sale treatment and risk and incentive analyses. I project managed most of the major telecommunications mergers in the 1990s and other related anti-trust matters and delivered a landmark market abuse ruling and record fine in a complaint case, as well as in cases involving anti-competitive behavior. We settled most of the mergers, resulting in significant savings to customers and the public while delivering specific and meaningful monitoring of newly merged companies as to market power, etc. I also served as DRA's legislative advocate from 1997-2000 in Sacramento (obtaining legislation to expand the charter of the ratepayer advocate that was signed by the Governor, among other legislation) while concurrently handling market abuse and rate case matters in San Francisco.

Began as summer school and substitute 1st grade teacher while attending graduate school; and served as math and science teacher for 7th and 8th grades and principal's office administrative support.
