Entered the agency as a regulatory analyst in the Transportation Division working on de-regulation of general freight trucking, developed a freight cost index as a pricing tool and authored a history and assessment of transportation regulation for the Division. Worked primarily in the Division/Office of Ratepayer Advocates over the balance of my time at the commission on electric utility rate cases and rate design; telecommunications rate cases, rate design, revenue requirements, cost of capital and market abuse as well as water cases, specializing in gain on sale treatment and risk and incentive analyses. I project managed most of the major telecommunications mergers in the 1990s and other related anti-trust matters and delivered a landmark market abuse ruling and record fine in a complaint case, as well as in cases involving anti-competitive behavior. We settled most of the mergers, resulting in significant savings to customers and the public while delivering specific and meaningful monitoring of newly merged companies as to market power, etc. I also served as DRA's legislative advocate from 1997-2000 in Sacramento (obtaining legislation to expand the charter of the ratepayer advocate that was signed by the Governor, among other legislation) while concurrently handling market abuse and rate case matters in San Francisco.
