As the Dean of Natural and Health Sciences at St. Cloud Technical and Community College, collaborate and coordinate with approximately 80 division faculty and staff to provide students with outstanding education in a variety of health programs and natural science disciplines. The health programs at SCTCC include RN mobility, LPN, cardiovascular tech, surgical tech, paramedicine, biomedical repair tech, health information/medical coding, sonography, dental assistant, dental hygiene. Portfolio Director- Laboratory Sciences
Senior executuve leading the largest and most comprehensive environmental/public health analytical laboratory enterprise in the Department of Defense. Developed a vision and provided strategic direction which increased productivity and improved collaboration throughout the Laboratory Science Portfolio for the Army Public Health Center. The portfolio consists of 7 laboratories located in the U.S., Germany, Japan, and Korea with 364 personnel and a $24 million budget. The portfolio analyzes food, water, air, soil and vectors for potential health threats. Future strategic endeavors underway include establishing a global, portfolio-wide laboratory information management system as well as improving environmental laboratory testing capabilities on the Korean peninsula by leveraging strategic partnerships.
Assistant Dean For Research
Managed and provided regulatory and scientific review oversight for all research conducted by the 2500 staff and faculty of the US Army Medical Department Center and School (AMEDD C&S). Developed all policies covering research and human subjects protection for the AMEDD C&S. Served as the primary advisor to the Dean and Commander (President) on all research matters. A key responsibility included functioning as the Human Protections Administrator (HPA) for the institute. In this role, ensured human protections of all staff, faculty and students attending courses annually. The institute conducts more than 315 courses (from 1-week functional courses to multi-year Master`s and Doctoral programs) with a $130.6M support budget to educate and train 48,000+ military and civilian students annually. Also educated and assisted staff and faculty on human protections rules and regulations, helping them navigate the protocol review and Institutional Review Board processes to include post approval monitoring.
Chief Of Chemistry - Biochemistry Instructor/Assistant Professor
Actively engaged students as the principal instructor/Assistant Professor for the graduate biochemistry course for the Interservice Physician Assistant Program (University of Nebraska) and the Graduate Program in Nutrition (Baylor University). Developed, reviewed and maintained graduate level biochemistry course curriculum, lectures, teaching aides, tutoring, tests and teaching methods using an adult learning model in classes with an average size of 70 students. Supervised instruction by other division faculty. Ensured coordination and collaboration with the Microbiology, Clinical Laboratory and Pharmacology course faculty. Taught over 225 students annually spending over 270 hours each year teaching and tutoring these students. Taught over 450 students from 2011-2013. Served as the lead instructor for the Army’s professional development program for laboratory science officers.

Serve as the Deputy Director for the DoD Blast Injury Research Program Coordinating Office. Assisted the Director in executing the research coordination functions of the Executive Agent. Planned, programmed and budgeted the DoD blast injury research programs with an annual budget of more than $140 million. Identified blast injury knowledge gaps and prioritized research that fills the gaps to protect and treat our nations Warfighters. Developed a consolidated budget for DoD biomedical research efforts and studies related to blast injury for fiscal years 2007, 2008, and 2009. The identified gaps in the capabilities of the Department enabled the Department to align and develop a portfolio of biomedical research efforts to delineate the future directions of blast injury research. Established numerous collaborative efforts with other departments, agencies of the federal government, academic institutions and other countries that enabled the Department to optimize scientific growth, productivity and resource sharing. Evaluated and reported efforts by the Department to disseminate findings on the diagnosis and treatment of blast injuries through civilian and military research and medical communities which showed a widespread effort with over 480 presentations, 235 publications, and 150 technical reports critical to exponentially moving the scientific efforts of this field forward.

Served as the JTAPIC program manager which is a partnership among the DoD intelligence, operational, materiel development, research and medical communitiesb with a mission to collect, integrate, and analyze injury and operational data from combat incidents. These analyses improve understanding of vulnerabilities to threats and enable the development of improved tactics, techniques, and procedures and materiel solutions that prevent or mitigate blast-related injuries. The JTAPIC partners include the U.S. Army National Ground Intelligence Center, Anti-Armor Task Force, Office of the Armed Forces Medical Examiner, U.S. Army Project Manager Soldier Equipment, U.S. Army Research Laboratory, U.S. Army Aeromedical Research Laboratory, U.S. Army Institute of Surgical Research, Naval Health Research Center, Marine Corps Systems Command, and the Air Force Surgeon General’s Office. Data and analysis produced by the JTAPIC Program aided in developing evidence-based improvements how the DoD protects warfighters from blast-related injuries. The Program established an effective, near-real time process for collecting and analyzing data from blast-related combat incidents. This forensic event and injury analysis process combined with sophisticated fragment analysis procedures, confirmed the presence of prominent threat weapons of interest to the intelligence community. Detailed forensic analysis using incident, injury, and virtual autopsy data, combined with simulation event modeling identified potential vulnerabilities in operational procedures which were rapidly conveyed to commanders in theater. Provided actionable information to combat vehicle Program Managers which led to combat vehicle modifications reducing combat injuries. Collected and analyzed damaged personal protective equipment, such as body armor and combat helmets, which provided information to develop improved protection systems. Served at the Principal Investigator for the helmet sensor program.
