Since 2015, Kelly T. Clements has served as Deputy High Commissioner in the Office of the United Nations High Commissioner for Refugees (UNHCR, the UN Refugee Agency). She has been closely involved with multilateral, humanitarian, and development issues throughout her 30+ year career. She currently oversees and provides strategic leadership to all external relations, financial, strategic planning, innovation and management functions of UNHCR, an organization of 20,000 serving in 135 countries and over 550 locations with an annual needs-based budget of nearly $11 billion. She is guiding the largest transformation in the organization's 70+ year history. An active member of the UN interagency community, she drives a reform agenda to make the UN more efficient and effective and able to deliver for millions of people around the world. Clements currently serves as the Vice-Chair of the UN Chief Executives Board High Level Committee on Management and past Chair of the UN System's Task Force on Preventing Sexual Harassment.Before joining UNHCR, Clements worked for the U.S. Government as a member of the United States Senior Executive Service, serving last from 2010-2015 as Deputy Assistant Secretary at the U.S. Department of State in the Bureau of Population, Refugees, and Migration (PRM) where she was responsible for humanitarian issues in Asia and the Middle East and a multi-billion dollar global policy and budget portfolio. In 2014, she was Acting Deputy Chief of Mission at the U.S. Embassy in Beirut, Lebanon.From 1993 to 1996, Clements served at the U.S. Permanent Mission to the United Nations in Geneva, Switzerland on a Foreign Service appointment. She was Special Assistant to the Under Secretary of State for Global Affairs in 1997-1998. Clements served as a Senior Emergency Officer for Europe, the Newly Independent States, and the Americas, and later as Balkans Assistance Coordinator; she was deployed to Albania in 1999, and then led PRM’s Office of Policy and Resources Planning, where she oversaw the Bureau’s strategic planning, policy development and multi-billion dollar financial resource portfolio to protect and aid refugees, conflict victims and vulnerable migrants worldwide. She worked for UNHCR in Bangladesh in 1992.She is a citizen of the United States and lives in Geneva, Switzerland.
