● Lead and manage the Mass Solar Loan program, including final program design, launch and operation, a $45 Million-dollar program that partners with a network of local lenders and solar installers to expand access to low-cost financing for residential solar installations. The program has partnered with 17 lenders and over 100 installers to support over 5400 loans since December 2015, including providing support for over 2800 solar installations for Low-Moderate Income residents. o Interact with stakeholders from solar and finance industries as well advocacy and community organizations to finalize program design based on market considerations and industry best practices and evolve and adjust programs in response to market changes.o Oversaw the design of program infrastructure and application process, and custom application portal.o Oversee daily operations including application process, invoices and payments, and customer and stakeholder support.o Lead the management and writing of contracts for third party entities and consultants offering supporting services for the operation of the program, including income verification services and technical/inspection services.o Give presentations to local and national stakeholders and outreach to industry on market opportunity of solar lending.● Developing program designs, RFPs, budgets and scopes for opportunities in support of the solar industryo Develop and maintain stakeholder outreach and connections to ensure team and organization understands the current market challenges and can develop responsive programming to those challengeso Contributed to development and launch of various training initiatives focused on target barriers.o Developed RFPs and leading an initiative to create educational resources and provided technical assistance in support of small-medium scale commercial solar industry, including consideration of financing focused solutions.

● Lead daily operations for Solar Photovoltaic incentive and education programs, including the Solarize Mass community-based outreach and group purchasing program, and the Commonwealth Solar II rebate program, which saw over 4,000 unique applications during the second half of 2014.o Managed the rebate application workflow, developing resources and tools to streamline the process.o Performed analysis of market data and provided support in development of new programs including stakeholder outreach, process design, and program manual creation.o Drafted and managed contracts and invoices for various contractors in support of MassCEC programs.o Coordinated and provided customer and stakeholder support: ranging from general solar education, program stakeholder and partner interaction, municipal and industry group assistance, and data requests.

● Consulted on a range of over 20 different projects primarily within the Regulatory, Economic and Technical services group, as well as the Transportation, and Climate Change and Sustainability groups. ● Primary focus was on Economic and Employment Impact analysis for:o Several potential regulatory changes such as the US Environmental Protection Agency’s (EPA) Mercury and Air Toxics Rule (MATS), Cross State Air Pollution Rule (CSAPR), Corporate Average Fuel Economy Rule, and more. o Climate action plans for various state and local institutions, and green employment potential analyses.● Jointly authored reports or appendices based on these analyses that have been published in several instances by the local agencies or published by the EPA on the federal docket. ● Other projects included case study analysis of environmental damage cases also for the EPA, alternative option research for the EPAs industrial boiler regulations, impact analysis for small entities with respect to the EPA’s MATS and CSAPR regulations, and a number of Green House Gas analyses for the federal GHG Inventory, the Federal Highway Administration and State Transportation Departments among others.
