Partnering in close tandem with Information Security leaders across the globe, Kelvin is a core pillar of the Office of the CISO, responsible for the continued optimization of BlackRock's enterprise information security program.In region, Kelvin is responsible for the delivery of the global information security agenda in APAC, with emplaced focus on risk advisory, governance and regulatory compliance matters. As a trusted advisor, Kelvin provides information security advisory to senior executives and lines of businesses in region, enabling the business on key strategic initiatives while alleviating cyber risk.He is also responsible for regional leadership and management of the varied information security disciplines in APAC.

Responsible for service delivery of the following core infrastructure services in ASPAC- Enterprise Directory Services- Messaging Systems- Edge Services- Thin Client Computing- Virtualisation- Infrastructure Operations (ASPAC and EMEA)Participates in the formulation of the company's enterprise architecture and business system plans, in conjunction with other technology peer groups and business units in region.Dotted line technology leadership responsibilities for other auxiliary tech functions in ASPAC

Joined Barclays Global Investors in Singapore to build up the Singapore Windows team, as part of the Global Infrastructure Operations umbrella.Responsible for the build out of a team which started off as a Tier 2 operational support group with responsibilities for Level 2 global operational support for the Barclays Windows Estate, possessing the ability to support 95% of all infrastructure operation matters with minimal escalations.Subsequently developed Tier 3 specialists and implementation capabilities, elevating the Singapore group to the status of a full fledged infrastructure group.
