I lead the Consumer Bankers Association's regulatory, legislative, and public affairs teams, as well as a new policy research function.The Consumer Bankers Association is the only member-driven trade association focused exclusively on retail banking. Whether buying a home, financing an education or launching a small business, since 1919, our members have partnered with consumers to help them achieve the American dream.

Through this initiative, the Financial Health Network and Citi Foundation will collaborate with a wide range of experts and leaders to envision the possibilities for creating a new era of greater financial health for all. We will identify the biggest issues shaping financial health, that, if addressed, could increase financial health broadly and equitably. Over the next 15 months, we will explore in depth a subset of issues, engage widely with stakeholders, and generate momentum for the future.

Summer Scholars is a Mississippi-based non-profit, centered around a three-week residential summer camp for gifted and talented children who have completed grades 7-12. The camp emphasizes the well-being of each student through a blend of academics, recreation, and personal and social development. Over three weeks, faculty and staff work with the students to write, direct, and produce an original musical comedy.

I served on the US Consumer Bank Executive Committee, representing Regulatory Affairs and Public Policy. I engaged our leadership team and provided counsel to the Executive Committee and global Strategic Policy Group to help ensure Barclays delivered all US bank regulations at a consistently high standard.

I led Capital One's Bank Regulatory and Policy Group, which helps the bank navigate and influence regulatory/policy change across all areas; advises on bank regulatory requirements impacting the enterprise; advises on antitrust and competition matters; advises on preemption questions; drives an enterprise approach to our loss mitigation practices; and provides legal counsel to our Enterprise Risk Management, Credit Review, and Audit teams.I regularly represented Capital One before regulators, legislators, and other policymakers. I led and coordinated our relationships with trade organizations and led or advised on empirical work with policy-focused research institutions. I headed the Legal Department's LGBTQ+ Diversity, Inclusion, and Belonging pillar. I also represented Capital One as Co-Chair of the Payments Law Committee of The Clearing House.

I created and led the Board’s Innovation Policy Team, which helped the Federal Reserve System understand innovation issues and the policy issues they raise. We then worked to frame where the Board's policy strategy should be for the 3-5 and 5-10 year horizons. Areas we bird-dogged for the government included:* Data aggregation and open banking* Artificial Intelligence and machine learning applied to financial institutions* Cryptocurrency exchange relationships with financial institutions* Vendor and third party risk management * Safety and soundness, financial inclusion, and consumer issues related to technological innovationDay to day work included: * Organizing and leading intragency and interagency coordination on emerging technology issues* Responding to inquiries from Congress or the press* Helping shape our public-facing positions and statements as they relate to innovation, through speeches and other tools* Training examiners* Advising bank examination teams working on innovation issues* Helping revise policies, guidance, and procedures in light of technological change* Representing the agency in public events, here and abroad

The Center for Information Technology Policy is an interdisciplinary center at Princeton University. CITP is a nexus of expertise in technology, engineering, public policy, and the social sciences. In keeping with the strong University tradition of service, the Center's research, teaching, and events address digital technologies as they interact with society.

As Program Manager for Emerging Payments, I was the Bureau's point person for understanding new payment technologies (e.g., virtual currencies, blockchain technology, mobile payments, application programming interfaces) and the policy issues they raise. My responsibilities included:* Developing the Bureau's position on distributed ledger technology (I drafted the Bureau's 2014 Consumer Advisory on Virtual Currencies)* Advising the Bureau's Supervision strategic planning processes for examination of covered persons relating to domestic and international payments* Advising the Bureau's Enforcement litigation teams on strategic planning, individual case generation, and settlements relating to domestic and international payments, as well as data security matters* Advising the Bureau's Regulations teams on specific rulewriting issues, like the potential applicability of specific consumer protection statutes and regulations to new payments technologies, like virtual currencies* Educating Bureau Director, officers, staff, Congressional offices, and other regulators on payment innovation issues, such as tokenization, encryption, digital wallets, APIs, Bitcoin and other distributed ledger technologies, privacy, data security, and innovations in international remittances* Representing the Bureau in speaking public speaking engagements on technology and regulation issuesAs Counsel in the Bureau's Division of Markets, I led the day-to-day work on the Bureau's two-year study of mandatory arbitration provisions, a Congressional prerequisite to the rulemaking on the same. My responsibilities included:* Assembling and leading operations of a team of attorneys, economists, data scientists, survey experts, and contract paralegal staff* Designing research methods, sourcing data, and leading document drafting* Leading engagement on Congressional oversight requests, press inquiries, consumer and industry advocates, procurement issues, and other daily operations

Advised then-Commissioner Ramirez on legal and policy issues relating to the agency's consumer protection mission. Responsibilities included:* Reviewing proposed agency enforcement actions and engaging staff regarding target selection and general case strategy, before advising Commissioner on voting in favor or against the proposed action* Reviewing proposed settlements and engaging staff, before advising Commissioner on voting in favor or against the proposed action* Similarly reviewing proposed rulemaking and policy reports* Assisting with speechwriting, Congressional testimony, and public remarksAs a staff attorney, my responsibilities included:* Investigating and litigating an enforcement action in Federal District Court regarding the unfair and deceptive marketing of an ersatz health insurance scheme* Leading electronic discovery efforts, including discovery requests, depositions, and hearings before the Court* Drafting a series of brief successfully establishing that, despite a Circuit split, Fed. R. Civ. P. 9(b) (pleading fraud with particularity) does not apply to FTC Act claims in the Second Circuit* Interagency coordination regarding legal services fraud targeting new immigrants ("notario" fraud)

Litigated and advised clients regarding general commercial litigation, (digital) copyright law, and securities litigation. Representative matters: * Led team of attorneys in London and New York regarding price-fixing claims against leading international confectionary. * Represented satellite television provider in two separate contract disputes involving over $2.5 billion in damages. * Represented individual defendants with respect to fraud and stock-option backdating claims.* Represented Recording Industry Association of America before the Copyright Royalty Board of the Library of Congress regarding licensing related to on-line streaming. * Counseled leading digital media company regarding copyright and trademark litigation risks arising from proposed digital media products. * Represented recording artist Don Henley regarding copyright parody/satire dispute.* 2008 Pro Bono Award.

Complex litigation and securities litigation in state and federal court, at the district and appellate level.Representative matters:* Drafted a series of briefs in the Northern District of California, 9th Circuit, and New York State Supreme Court ultimately blocking approval of the then-largest class settlement in 9th Circuit history until client, Bear Stearns & Co., Inc., was included by settling parties. * Represented individual defendant before the SEC regarding Sarbanes-Oxley whistleblower protections.* Elected to represent litigation associates in Partner/Associate Firm Committee. * Civil rights representation of transgender federal inmate regarding sexual abuse claims against correctional officers. * 2006 Pro Bono Award.
