Το Κέντρο Μελετών Ασφαλείας/Υπουργείο Προστασίας του Πολίτη, δυνάμει του Π.Δ. 39/2011 (ΦΕΚ Α’-104/ 6-5-2011), το οποίο ενσωμάτωσε στην εθνική έννομη τάξη την Οδηγία 114/2008 του Συμβουλίου, ορίστηκε ως το εθνικό σημείο επαφής για την προστασία των Ευρωπαϊκών Υποδομών Ζωτικής Σημασίας (Ε.Υ.Ζ.Σ.) που βρίσκονται εντός της ελληνικής επικράτειας. (Άρθρο 10, παρ. 1 Π.Δ. 39/2011)Στο πλαίσιο των παραπάνω, το ΚΕΜΕΑ υλοποιεί δράσεις σχετιζόμενες με την προστασία κρίσιμων υποδομών.Μείζονος σημασίας είναι το συγχρηματοδοτούμενο από το Ταμείο Εσωτερικής Ασφάλειας έργο «Στοχευμένες Δράσεις για την αύξηση της Προστασίας των Εθνικά Χαρακτηρισμένων Ευρωπαϊκών Υποδομών Ζωτικής Σημασίας» το οποίο περιλαμβάνει μια σειρά δράσεων και παραδοτέων που αναπτύσσονται με σκοπό να προσφέρουν το υπόβαθρο για ένα κοινά αποδεκτό επίπεδο ασφάλειας και προστασίας στις Ε.Υ.Ζ.Σ.. Βασικός στόχος του είναι να καθορίσει ένα πλαίσιο συνεργειών μεταξύ των εμπλεκομένων στην ασφάλεια, την προστασία και την εύρυθμη λειτουργία των υποδομών που θα συμβάλλει στην ενίσχυση της ανθεκτικότητας της κοινωνίας, της οποίας οι υποδομές ζωτικής σημασίας αποτελούν βασικό πυλώνα λειτουργίας. *******The Center for the Security Studies (KEMEA), research and consulting body of the Ministry of Citizen Protection, constitutes the National Authority regarding Critical Infrastructure Protection as well as the National Contact Point with the European Commission relevant authorities and the EU Member-States (PD 39/2011).Within KEMEA’s institutional authorities’ framework as well as KEMEA’s mission in this field, the following actions are concerned:• KEMEA’s function as a National Authority within which the EC provides assistance to the owners and/or operators of the identified European Critical Infrastructures.• KEMEA has the main responsibility of identification and characterization of the European Critical Infrastructures within Greek borders, according to the relevant agreement with the relevant authorities with other EU Member-States.• KEMEA is monitoring the Security Operators Plan (SOP) of the European Critical Infrastructure within the Greek borders• The Risk estimation of the sub-domains of the European Critical Infrastructures operating within the Greek borders. KEMEA implements several activities in the field of Critical Infrastructure Protection, among which is the co-funded by the Internal Security Fund action under the title “Targeted actions for enhancing the protection of national characterized European critical infrastructure”.
