Mr. Ames has 20 years of donor-funded project implementation experience, including fifteen years implementing USAID contracts in the conflict mitigation, democracy and governance, agriculture, trade, environment and health sectors. He has extensive experience in the design, development, implementation, management and evaluation of large-scale projects. He currently is a corporate employee with the DAI home office. Previously he served as the Deputy Chief of Party for the Lowering Emissions in Asia’s Forests (LEAF) project based in Bangkok, Thailand; as the Deputy Chief of Party and Senior Program Development Officer with the Iraq Rapid Assistance Program based in Baghdad; as the Deputy Chief of Party an Office of Transition Initiatives (OTI) project in Sudan; Chief of Party for the US Presidential Initiative Trade Competitiveness Project at the Southern Africa and the Program Management Advisor for the Indonesian Natural Resource Management Project, based in Jakarta. The program's goal is to strengthen the capacity of target countries to achieve meaningful and sustained reductions in greenhouse gas emissions from the forestry-land use sector. As SPDO, worked directly with the Provincial Reconstruction Team (PRT) team members, responsible for all grant activities, from inception to close-out, in the nine southern provinces of Iraq. Specific activities included evaluation of Civil Society Organizations (CSO) to determine ability to undertake activities; conceptualization, drafting and finalization of grant proposals and budgets for submission to the Embassy-based review committee; oversight of implementation activities; and, final monitoring and evaluation of all activities in area of responsibility. Responsible for the development and approval of over 200 grant activities estimated at a total value of $18M. Traveled frequently to Operating Bases to work directly with various Military and civilian USG representatives. Additionally, responsible for the management of the local IRAP/DAI staff in the Basrah office. -
Deputy Chief Of Party, Dai/Oti Sudan Transition InitiativeDai Aug 2007 - Jan 2008Khartoum, SudanOversaw administrative and financial aspects of the project, including procurement, logistics, finance, personnel, and administrative support. Provided daily supervision for all project activities; provided guidance and support to program development and grants management staff of this $53 million OTI project, which focused on small-grants support to NGOs, INGOs, civic organizations, and community-based groups. Managed the project’s 14 financial accounts. Ensured contract compliance. Supervised 86 local and eight international staff in seven offices undertaking activities. Assured monitoring and evaluation and required reporting, including regular reports to OTI/Sudan and OTI/Washington concerning implementation related to the Country Strategy. Served as point of contact for the Sudan government body which oversaw all foreign companies doing humanitarian work in Sudan. Also served as point of contact between the project and OTI/Sudan and OTI/Washington. Grants support implementation of the Comprehensive Peace Agreements for North and South and Darfur; addressed issues such as gender-based violence, mitigation of tribal conflict, education in IDP camps, and participation in local governments; finance infrastructure development, such as schools, medical clinics, electricity, water access and roads. The project issued 608 grants for $24.5 million, most of them in-kind grants. Assisted with the identification of grants recipients, works with groups and organizations to assure sound activity planning, interviews targeted grant recipients to assure complete documentation (e.g. for grantees who do not write English). Sudan is a particularly difficult program environment due to continuing U.S. government prohibitions against working with the Sudanese government and the resulting Sudanese government intervention in program implementation. -

Designed and implemented technical assistance for private and public sector entities throughout the region. Coordinated with local and regional governments at the Ministerial level. Targeted practical assistance to firms in the apparel, textile and processed food sectors. Assessed interventions to be undertaken, identified consultants, and evaluated project interventions. Assured reports to USAID/Southern Africa, USAID/Washington, the U.S. Trade Representative’s office, State Department, U.S. Embassies and other regionally-based USG representatives. Managed international and local staff, supervised local and international consultants, and oversaw subcontractor activities. Ensured contract compliance and provided input to USAID/Southern Africa’s performance and monitoring planning and reporting. Reported project activities to Congressional and State Department colleagues. As a result of the project, southern Africa business increased exports to the US by $18 million. Worked extensively in South Africa with Black Empowerment Enterprises, a historically disadvantaged group, to compete in the regional and international market; for three such companies, sales increased tenfold. In Botswana, supervised establishment of the Botswana Cattle Producers Association (BCPA), a member-based organization which helped small- and medium-sized cattle producers influence national regulations (previously only the large industrial producers contributed). -
