Lead all Indirect sourcing categories, capital purchases. and the indirect category team. Build a program for bringing in external labor globally. Manage supplier management activities, including, negotiation, bidding, contracting, delivery, quality and cost performance, as well as the overall relationship management between Company and the respective supplier base. Objectives include development and rationalization of the supplier base and internal processes to optimize the supply chain and to drive performance based on KPIs.Lead the Gaithersburg purchasing operations team and collaborating with colleagues at other Emergent sites for the development of standard Corporate sourcing strategies and harmonized process.Ensures best practices to procure goods and services. Drive the category and supplier strategy to best serve Emergent with competitive price, on time and right quality. Lead indirect sourcing categories cross all sites and multiple internal customers , drive strategy, manage supplier relationships, manage the procurement operation teams and drive to improve the sourcing and procurement system which include daily sourcing processes as they relate to supplier management and contract negotiations.

Responsible for Category Management of the site facilities services, capital projects, and other Frederick Manufacturing Center indirect categories or services. Partner with site stakeholders, and strategic sourcing to develop and maintain Preferred Supplier List for third party services. Collaborate with AZ Enterprise Sourcing and Procurement, Site Finance, and AZ Compliance to develop and implement the Site Sourcing and Procurement Policy for Indirect spend. Train and enforce the Site Sourcing and Procurement Policy. Liaison with AZ Global Sourcing and Procurement in related Indirect Spend Categories and Sourcing projects to ensure best practices and alignment with Global Category Strategies. Collaborate with business partners to create and execute category plans utilizing "best in class" sourcing strategies and methodologies for AZ and the FMC site. Lead site sourcing projects through all key phases such as data collection & analysis, strategy development, RFx, award recommendation, contract negotiation & execution and implementation. Drive continuous improvement in process, price, service, etc. through effective supplier management and analytics. Develop category specific goals and objectives. Perform due diligence on new supplier candidates, while optimizing the overall portfolio of suppliers. Develop and maintain supplier matrix, and implement MSA's where appropriate for alliance partners. Manage key supplier relationships. Study and track market dynamics to determine impact on cost, quality and risk. Publish and analyze RFP's/RFQ's. Execute and negotiate contracts and collaborate with legal to establish optimal terms and conditions, pricing and key performance indicators. Ensure contract compliance. Monitor and report category-specific savings and performance metrics. Facilitate periodic supplier reviews. Assure compliance with SOX, governmental and general contract requirements. Support contract and capital project requests systems for the site.
