Assistant Commissioner for Financial Services & Chief Financial Officer (CFO). Responsible for all aspects of the Finance Department, Student Financial Aid and Student Loan programs. Financial responsibility includes $1.8 billion in revenue, $1.5 billiion student loan portfolio and $800 million in student financial aid. Duties include; Student Financial Aid, Student Loans, Accounting, A/P, A/R, Financial Reporting, Bond Accounting and Payroll. Manage $1.8 billion annual operating budget and $1.2 billion of outstanding bond liability from state issued general obligation(GO) bonds. Primary finance contact for the agency, the Texas Comptroller and the Legislative Budget board (LBB), financial reporting, accounting, budgeting and variance analysis for the agency. Funding sources include appropriated General Revenue (GR), General Revenue Dedicated(GRD), Bond Funds, Donated Funds and Federal Funds. Knowledge of Government Accounting Standard Board (GASB) statements, Financial Accounting Standards Board (FASB) and Generally Accepted Accounting Principals (GAAP). Manage a staff of 94.

Director of Financial Planning and Analysis (FP&A). Provide direction and leadership for the Financial Planning and Analysis group. Manage $2 billion dollar annual budget. Responsibilities include functions related to investment management, cash reconciliations, accounting, financial reporting, budgeting, business process improvement and the development of internal controls. Budget functions include the development and submission of the agency annual operating budget, Legislative Appropriation Request (LAR) and monthly performance reports. Direct the preparation of monthly, quarterly and annual financial reports, including the Annual Financial Report (AFR) to the Texas Comptroller as well as the agency's GASB standalone annual financial report. Coordinate annual external financial audits.

Managed all aspects of financial planning and analysis within the Public Sales Division with $10B in annual revenue and $60M in annual operating expenses. Report directly to VP / Controller and Sales VP/GM encompassing five sales divisions. Modeled and prepared quarterly financial forecasts and outlooks. Reported weekly analysis of financial metrics versus plan. Provided business unit insight communicating recommendations based on financial performance by line of business. Provided financial support for two mail order prescription facilities representing $500M in annual revenue. Performed P&L variance analysis of actual versus planned results for each business unit. Managed financial analysis and cost / benefits analysis for various company projects in addition to budgeting, cost center variance analysis, expense and revenue forecasting, and reporting of statistical and financial measurements. Developed, analyzed, and reported operating metrics and ultimately provided recommendations for process improvements. Produced financial P&L forecasting quarterly.
