In 2008 I was Vice-Chair. That appointment ended in 2009. In 2013 I was reappointed to represent the California State Assembly and served until the end of November 2022.

The National Council of Insurance Legislators (NCOIL) is an organization founded over a half century ago to support state legislators in the 50 states who specialize in insurance law and public policy and insurance regulation in their states. My first employer, an Independent Agent turned state legislator, was active in it in the 1970's and 1980's, as the Assembly's Finance and Insurance Chief Counsel in the 1980's I attended NCOIL meetings in an official capacity and as a legislator myself attended NCOIL meetings continuously from 2013 through 2022.

I was elected in Fall 2002 as a founding Councilmember, tasked with establishing this long unincorporated community as California's newest city, effective July 1st, 2003. Upon incorporation in 2003, Rancho Cordova was a general law city of about 62,000 residents. Today its population is 82,000. The city, following the difficult closure of the former Mather Air Force Base in 1996 and the loss of its 12,000 jobs, has emerged as Sacramento County's biggest Fortune 500 job center due to close proximity to the State Capitol, strong access to a well-educated and highly diverse workforce, and favorable location that is both remote from earthquake faults and above the region's floodplain. This favorable risk management location prompted California's state disaster response agency to build its new state headquarters in RC in 2002.
