California's internationally renowned Seismic Safety Commission works to promote the state's readiness to deal with the effects of future catastrophic earthquakes.I was appointed by Governor Schwarzenegger to the Commission in 2007 to represent California's cities. In 2008 I was Vice-Chair. That appointment ended in 2009. In 2013 I was reappointed to represent the California State Assembly and served until the end of November 2022.

The National Council of Insurance Legislators (NCOIL) is an organization founded over a half century ago to support state legislators in the 50 states who specialize in insurance law and public policy and insurance regulation in their states. My first employer, an Independent Agent turned state legislator, was active in it in the 1970's and 1980's, as the Assembly's Finance and Insurance Chief Counsel in the 1980's I attended NCOIL meetings in an official capacity and as a legislator myself attended NCOIL meetings continuously from 2013 through 2022.

I was elected in Fall 2002 as a founding Councilmember, tasked with establishing this long unincorporated community as California's newest city, effective July 1st, 2003. Upon incorporation in 2003, Rancho Cordova was a general law city of about 62,000 residents. Today its population is 82,000. The city, following the difficult closure of the former Mather Air Force Base in 1996 and the loss of its 12,000 jobs, has emerged as Sacramento County's biggest Fortune 500 job center due to close proximity to the State Capitol, strong access to a well-educated and highly diverse workforce, and favorable location that is both remote from earthquake faults and above the region's floodplain. This favorable risk management location prompted California's state disaster response agency to build its new state headquarters in RC in 2002. The 11 member Banking, Finance & Policy Committee is the standing policy committee for all banking, mortgage finance, and insurance issues, whether personal or commercial or earthquake or other specialty lines. Subject matter within the committee jurisdiction includes financial institutions, commerce, international trade, retail credit interest rates and corporations. During 2011, I handled the same duties for the Senate Insurance Committee.

In Susanville, California in June 2004, elected officials from among this Division's 58 Northern California cities tapped me to serve them as Division 1st Vice President in 2004, and then elected me President in 2005. My city peers also helped me in my bid to jump to an at-large position on the League of Cities Governing Board in 2006.

I served as an officer on the League of California Cities Executive Committee, advancing to Governing Board as an At-Large Member in 2006, serving on the Housing, Community and Economic Development Committee as Member, Vice Chair and Chair, and becoming the statewide 2nd VIce-President and then 1st Vice President in during period 2008-2009.

Specialized in provision of strategic political analysis and business and legal counsel on enterprise operations, market conduct and regulatory and legislative affairs. Represented State Farm at quarterly meetings of the National Association of Insurance Commissioners (NAIC) for 10 years with an emphasis on market conduct and proceedings of the catastrophe and earthquake subciommittees. To enhance written and oral communications on issues of public policy, gave advice on communication wording and methods to improve their resonance with key publics. Maintained an active internal consultancy on legislative and political strategy nationally and in various states, concurrent with more focused representation in California, Nevada, Washington, Utah, Oklahoma, Kansas and Missouri.

Managed all aspects of 21 member Committee’s workload, including timely processing of 400+ bills & accomplishment of Chair’s objectives re: S & L Crisis, Workers Compensation Reform, Auto Insurance Reform, Loma Prieta Earthquake Response. During Savings and Loan Crisis, provided counsel to State Assembly, financial regulators and others and was the principal draftsman of California's 1990 Savings and Loan Law rewrite, AB 3643. Functioning as Chief of Staff during entire period of employ, managed all phases of a 40 bill per year office, including bill drafting, evaluation and introductions, policy negotiations, amending, office correspondence, and staff & intern supervision. During the period 1982 through the 1985 bill introduction deadline, I provided staff support to the Joint Committee in Public Pension Fund Investments. It’s operation models a very productive government oversight approach that yielded outstanding policy innovation.
