Dr. Kenneth S. Helgren joined Andrew Morgan Consulting, LLC after 38 years of Federal service and industry executive experience. As AMC’s Chief Strategy Officer (CSO), Ken will assist AMC with strategic planning; process improvement; solution/service development; project accelerators; marketing and communications; relationships and partnerships; industry councils, trade groups, and associations; and engaging industry luminaries/leaders to create opportunities to market AMC offerings.

As STI’s Chief Strategy Officer, I was responsible for strategic initiatives that furthered the company’s mission and vision. I served as a key advisor to the CEO on critical changes to the competitive landscape, marketplace, and external business environment. Ken proposed and evaluated new technologies, business models, and other innovations that provided the company with a competitive advantage. I engaged with external business and industry experts to influence business strategies and developed company-wide short-and long-term strategic initiatives resulting in significant, measurable revenue growth in my first two years with STI despite the challenges associated with the COVID-19 pandemic.

During this 5 year period, I held a series of increasingly senior Federal Civilian roles within the Department of Defense’s Defense Health Agency; a $20B organization responsible for delivering healthcare to a global beneficiary population including all Military Services in peace and wartime.Acquisition Department Deputy Director: Direct report to a Senior Executive (SES) Level II/III responsible for: leading the full spectrum of the Department’s acquisition support efforts, Department-wide programs, and Divisions; determining strategic priorities; and ensuring Department-wide synchronization to deliver transformational initiatives and projects to the Agency. Developed the Joint Military Service, collaborative, acquisition support strategy for consolidating global health care facilities under the authority, direction, and control of the DHA in support of the National Defense Authorization Act. Chartered and Led the Enterprise Support Activity to implement acquisition reform for $20 Billion in Defense Health Program expenditures through demand management, category management, economies of scale, and strategic sourcing. Conceived a market-based support plan that allowed the Agency to identify required processes and procedures; scalable across the global Military Health System; resulting in savings of $12 million during pilot testing in one market. Designed and implemented a robust system of internal controls that ensured effective, efficient financial operations; financial management of an $80 million budget; and compliance with all procedures, policy, regulations, and statute.

Chief of Business Operations: Direct report to a Senior Executive (SES) Level II/III responsible for: strategic planning and operations support; performance management and process improvement; financial and human resources management; knowledge, information, and communications management; technology development and business process management. Developed and aligned the organization Strategic Plan to support DHA goals and objectives. Implemented driver-based performance management and process improvement programs, including a Lean Six Sigma Black Belt project to improve requisition “First Acceptance Pass Rate” – this program delivered breakthrough results to increase performance from under 24% to 94%. Designed multi-dimensional organization maturity models with key performance indicators, resulting in quantifiable improvement across all dimensions and sub-dimensions. Optimized internal management processes by conceiving, planning, and implementing an Information Management Plan that enabled information flow and agile decision making in support of Agency operations. Implemented human capital lifecycle management to enable strategic decision-making resulting in a 40% reduction in hiring lead time in the Department which exceeded Agency and Federal hiring lead time standards and goals.

Chief of Contracting Operations and Senior Procurement Official: Responsible for providing the Military Health System with superior health information technology and medical services procurement solutions. Built a robust contracting operation that provided the Military Health System with strategic medical and health information technology products and services to implement congressionally mandated contract savings strategies. Designed and implemented a system of internal controls that ensured effective, efficient operations; reliable financial information; and compliance with all procedures, policy, regulations, and statute. Developed an efficient, modular organization structure to minimize management overhead while ensuring support to current and future strategic sourcing operations for the Military Health System. Leveraged business process reengineering/workflow design to enhance acquisition lifecycle processes from concept development to contract award, administration, and closeout resulting in reduced lead times across multiple domains.

Chief of Contracting; Senior Procurement Official; and Chief of Operations, Strategy and Innovation: Served as the senior advisor and procurement official for two US Army Medical Command Regions. The Great Plains Region and associated health care facilities span 17 states, with a 600,000 member beneficiary population and 16,000 clinical staff and departmental personnel. The Southeast Region and associated health care facilities span six states and Puerto Rico, with a 278,000 member beneficiary population and 7,000 clinical staff and departmental personnel. Served as the Chief of Operations, Strategy and Innovation, responsible for all matters relating to acquisition, contract operations, continuous process improvement, and procurement management. Operated with maximum autonomy in decision-making, development, implementation, and integration of mission support and continuity of operations. Led, developed, and empowered a 45 member staff resulting in the highest contract actions and spend across the Army Medical Department while achieving the lowest cost to spend ratio and sustaining a 100% customer satisfaction rating. Meticulously managed and administered a recurring contract portfolio of more than $1.4 billion. Developed procurement strategies for $500 million in annual expenditures while saving $20 million per year through effective negotiations and efficient contracting actions. Administered a government purchase card program of more than 1,000 account holders with $120 million in annual expenditures resulting in nearly $1 million in annual rebates through surveillance and detailed oversight. Provided expert knowledge in acquisition strategic management using the Balanced Scorecard and process improvement using Lean Six Sigma and a variety of other tools/techniques. Led strategic planning; business process management and improvement; business operations; and policy development, coordination, and implementation.

Served as a Warranted Contracting Officer for the Center for Health Care Contracting. Provided business advice to solve health care staffing challenges using sound, innovative acquisition practices and management techniques. Provided medical pre-award support resulting in the award of more than 200 medical supply, equipment and service contracts. Conducted contract administration support for physician and ancillary health care service contracts valued at $2 billion and hospital environmental services contracts. Conducted acquisition planning and development of a DoD-wide medical maintenance contract.

Helicopter and Fixed-Wing Instructor Pilot and Instrument Flight Examiner. Army aviation career culminated as the Directorate of Evaluation and Standardization Utility Division Chief and MSC Advisor to the Army Aviation Branch Chief. Coordinated evaluations across five continents, producing the data and trend analysis that was critical in implementing Army-wide aviation standardization and quality improvement.
