* Directly supports Navmar UAV Group in managing a major aviation program. Also leverages significant Maritime Patrol & Reconnaissance Aviation experience and community/fleet relationships to partner with NAVAIR and industry on aviation anti-submarine warfare programs. Spearheaded the development and implementation of the strategic transition plan for a new Homeland Security Center at the former NAS Willow Grove, PA. * Facilitated market, product and service research and feasibility studies, as well as policy and program planning & development. * Served as the principal advisor to the Adjutant General and senior Commonwealth managers regarding installation operations and transition to Commonwealth control.* Coordinated with federal and state aviation authorities, Penn DOT, and other agencies to analyze and determine transition impact on aviation programs, airport operations and local infrastructure.* Co-Developed 5-year capital infrastructure and equipment maintenance / replacement plans and budgets.* Oversaw negotiation, review and monitoring of revenue-producing contracts, leases, memoranda of understanding, requests for proposals and invitations for bids.

* Principal advisor to Commander on all personnel, operations, financial, safety and training decisions for 11,000 people operating 435 aircraft supporting worldwide operations 24/7, as well as all aviation requirements, including a major organizational re-structuring initiative across the enterprise.* Led a staff of 110 military and civilian employees in developing policies and communicating decisions & operational plans to 5 senior divisional executives and 34 senior directors in 12 states.* Managed 100% of naval reserve aviation POM / NG&RE processes and coordinated with NAVAIR, OPNAV and CNAF to identify, prioritize, and fund all aviation requirements for 21 separate type/model/series aircraft.* Led team of 19 direct-report senior Program Managers coordinating with OPNAV, NAVAIR and industry reps to coordinate procurement, training and operation of: new C-40A and re-manufactured F-5N aircraft; ICAP II Block 89 upgrades (EA-6B); AVX-1 Electro-Optical system, APG-66 Fire Control Radar & Block Mod Upgrade Retrofit (P-3C); and new/upgraded aircraft simulators (P-3, F-5, F/A-18).* Led 3-person executive panel that analyzed, prioritized & allocated a $1.8B annual corporate budget. * Personally developed, managed and efficiently executed annual operations and personnel budgets ranging from $2M to more than $820M.

* Selected, trained and personally directed 38 staff managing worldwide aviation operations, maintenance, safety, administration and training programs for 2500 people in 7 P-3C Maritime Patrol & Reconnaissance squadrons and 1 EP-3J Electronic Warfare squadron based in 6 states. * Coordinated the efficient execution of $46M in operations budgets and $13M in personnel accounts.

* Led 100-person aviation command, providing deployable combat ready aircrews along with tactical/flight training and evaluation of aviation operations, training, safety and standardization programs for 8 operational squadrons.

* Personally managed comprehensive $110M aviation program supporting operations and resourcing of 12 squadrons consisting of nearly 4000 people flying and maintaining 96 P-3C / EP-3Jaircraft.* Generated all community POM & NG&RE submissions and coordinated with NAVAIR, OPNAV and CNAF to secure funding for all Reserve MPR aviation requirements.

* Led and directed all aviation operations, maintenance, financial and personnel programs of the largest maritime patrol squadron in the world; a unique 500-person, 11-aircraft joint MPR/EW squadron employing 9 P-3C Update II Maritime Patrol & Reconnaissance and 2 EP-3J Electronic Warfare aircraft.
