About Ken Moser

I help people and organizations meet challenging goals by identifying critical issues and developing solutions to resolve them. I currently lead a team that is building innovative methods and tools to support quality assurance for agile projects in the federal space. Allow me to illustrate:"A" is a QA expert who has, over the last 2 years, re-invented himself as an agile QA master. He has also led an agile training program with several internally-developed, PMI-certified courses that surpass any others we have experienced. Meanwhile, he was instrumental in updating our processes and developing a new tool to assess agile practices."B" employed his experience to develop a leaner, more effective design document supported by lectures in a video format that provides on-demand training for developers. He also led a 2nd team in the development of code scanning standards and practices that have improved in code quality."C" has served as QA lead for ELIS – our largest project. In this role, she marshaled disparate resources to resolve several impediments to that project. Meanwhile, she helped us secure approval to act as the Operational Test Authority for another big program and is transitioning to a new role as Operational Test Director."D" recently returned from a detail to DHS HQ. Prior to that, she established USCIS as a leader in Section 508 compliance. Now she is taking over as QA lead for ELIS and will soon be using the experience she honed at DHS to manage a new testing program for our shop.Many contractors supported us in these efforts and they are a critical part of our team. For example, they recently helped us wrap up a cross-functional project to improve cycle times on firewall change requests. Result: Average cycle times dropped from 105 days to 15 days or less!Our team conducts independent assessments for up to 80 development efforts while managing 3-5 quality improvement projects at any one time. I am truly honored to lead this team.

Also Developed a draft Performance Work Statement for the IV&V re-compete effort and completed an acquisition to bring ScrumMaster certification classes on site to train OIT project managers on the basics of Agile and Scrum.
