I help people and organizations meet challenging goals by identifying critical issues and developing solutions to resolve them. I currently lead a team that is building innovative methods and tools to support quality assurance for agile projects in the federal space. Allow me to illustrate:"A" is a QA expert who has, over the last 2 years, re-invented himself as an agile QA master. He has also led an agile training program with several internally-developed, PMI-certified courses that surpass any others we have experienced. Meanwhile, he was instrumental in updating our processes and developing a new tool to assess agile practices."B" employed his experience to develop a leaner, more effective design document supported by lectures in a video format that provides on-demand training for developers. He also led a 2nd team in the development of code scanning standards and practices that have improved in code quality."C" has served as QA lead for ELIS – our largest project. In this role, she marshaled disparate resources to resolve several impediments to that project. Meanwhile, she helped us secure approval to act as the Operational Test Authority for another big program and is transitioning to a new role as Operational Test Director."D" recently returned from a detail to DHS HQ. Prior to that, she established USCIS as a leader in Section 508 compliance. Now she is taking over as QA lead for ELIS and will soon be using the experience she honed at DHS to manage a new testing program for our shop.Many contractors supported us in these efforts and they are a critical part of our team. For example, they recently helped us wrap up a cross-functional project to improve cycle times on firewall change requests. Result: Average cycle times dropped from 105 days to 15 days or less!Our team conducts independent assessments for up to 80 development efforts while managing 3-5 quality improvement projects at any one time. I am truly honored to lead this team.

Metro AreaLed a team that: (1) Provided governance oversight for 120 releases, including 18 Major releases, 35 Minor releases, and 67 Lean-Agile releases; (2) Successfully worked a plan to eliminate most emergency releases by steering teams to smaller scope, short-duration, lean or agile work patterns; (3) Developed a performance test plan and methodology that was used as a model for three other DHS component organizations; (4) Delivered the last of six on site ScrumMaster certification classes (three in FY12 alone) to 64 people in OIT; (5) Closed out the old Quality Assurance contract and transitioned activities to a new IV&V contract and Contractor; (6) Developed and piloted Introduction to Agile / Scrum and Product Owner training courses for in-house delivery. Also served on the technical evaluation team for a major IV&V testing contract in support of another Branch and, at the request of the DHS OCIO, updated a Microsoft Access database application I had created to support the IT Acquisition Review (ITAR) process while working there as a contractor in 2007 and 2008.

Metro AreaLed a team that: (1) Provided governance oversight for more than 60 new releases; (2) Developed and published the Lean-Agile Release pattern as a transitional approach to move teams from large waterfall projects to Agile Scrum; (3) Used Lean-Agile and other streamlined work patterns to reduce governance overhead, tailoring out more than 70% of the artifacts and combining or waiving half of the gate reviews listed in the DHS SELC methodology; (4) Provided governance oversight for the first Agile Scrum project at USCIS; (5) Led an effort to significantly improve Contractor performance for IV&V support; and (6) Created and administered the Agile Bear Award to recognize achievements in Agile projects and promote the change from waterfall to agile processes. Also achieved certification as a ScrumMaster via ASPE and managed an acquisition to deliver ASPE ScrumMaster certification classes on site to 52 people in USCIS OIT.

Metro AreaHired three federal positions to bring the Process Control Branch to full strength, leading them to: (1) Provide governance oversight for 46 new releases and several dozen legacy systems; (2) Develop and publish a USCIS Guide to the DHS SELC with over 50 versions of the SELC templates, 9 service point bulletins, an SELC training deck, and a new page on the OIT Web site to host these resources; (3) Develop SELC work patterns to simplify and lean out the process for teams that engage in development projects that are limited in size, scope, and mission impact; (4) Update the SPEEDI model to support the new DHS Methodology and deploy a Microsoft Project Server instance to host it for all OIT project leads, and; (5) Oversee the upgrade of the requirements management system (RIP) to Kovair Version 6.0. Also Developed a draft Performance Work Statement for the IV&V re-compete effort and completed an acquisition to bring ScrumMaster certification classes on site to train OIT project managers on the basics of Agile and Scrum.

Achieved certification for ITIL Version 3 Foundation, DHS Level I Contracting Officer Representative, and DHS Level I Program Manager.
