As Team Leader, I serve as Chairperson of a seven person team of contract Subject Matter Experts, responsible for facilitation of Quality Assurance Reviews (QARs) for various correctional customers. QARS are detailed performance based reviews of specific private/county jails and prisons wherein customer detainees are housed. Audits are conducted pursuant to specific guidelines, assessing the gamut of correctional management. At the conclusion of the QAR, I am responsible for provision of a detailed report to the customer.

As a PREA Auditor, I am dual certified to facilitate PREA audits at both adult prisons, jails, lockups, and community residential facilities, as well as, juvenile facilities. Subsequent to completion of a 40-hour PREA training curriculum and passing the PREA exam, I have been granted United States Department of Justice certification. Audits include evaluation of advance documents against the appropriate final standards, observation of institutional conditions/practices and comparison against the appropriate final standards, and facilitation of both offender/staff interviews with evaluation of content against the appropriate final standards. Subsequently, report writing, assisting with development of corrective action, if warranted, and monitoring of the same, are part of the process.

As an Audit Chairman with the American Correctional Association (ACA), I manage initial/re-accreditation audit processes at various facilities throughout the United States. As Chairman, I oversee a 3 member team, interpreting standards, when necessary, and monitoring institutional processes, in support of standards, in various types of facilities. Additionally, I prepare the final audit report for presentation to the respective facility head and the Commission on Accreditation for Corrections for use during Panel Hearings.I have audited pursuant to the ALDF, ACI, ACRS, CTA, and JCF standard sets. As a team member, I was generally assigned the life safety, security, adult/juvenile discipline, staff training, inmate programs, access to courts, administration, and physical plant sections of respective standard sets.Evaluation of written policies and procedures, as well as, actual practice is facilitated during each audit. In addition to review of policy and procedure, staff/inmate interviews, observations, and review of relevant documentation, are the basis for findings.

Provide general oversight and direction to one hundred ninety (190) Correctional Officers and specific oversight to fourteen (14) Correctional Supervisors and the facility Training Officer. Assume duties as Acting Warden in the absence of the Warden. Monitor budget, develop and update policies, monitor PA Title 37 activities and compliance, develop and update Post Orders/Contingency Plans, monitor daily security operations and security training programs in a 1079 bed multi-security level County Prison, and monitor and evaluate subordinate employee performance and effect corrective action, when necessary. Serve as Chairperson of the Departmental Disciplinary Board (employee disciplinary panel), facilitating administrative disciplinary hearings for staff.

Provided direction and oversight to security and treatment components at an 80-bed maximum security juvenile treatment facility. Additionally, during first one and one-half (1 1/2) years of this assignment, I was also responsible for oversight (security and programs) of three (3) satellite staff secure Cottages. Responsible for supervision (direct or indirect) of seventy (70) staff. Directed successful American Correctional Association (ACA) Re-accreditation efforts in 2007 and assisted with the same in 2010. Facilitated employee discipline and grievance hearings.

Federal Bureau Of Prisons

During my tenure as Associate Warden, I provided direction and oversight to all institutional departments at an 1100-bed high rise facility housing both male and female pre-trial and sentenced inmates. Four departments under my oversight attained Superior Program Reviews. Assistant Accreditation Manager during successful ACA re-accreditation, using ALDF standards. Staff complement was 252 and the total salary and operational budget was $24,000,000.00.Prior Bureau of Prisons experience included positions as Correctional Officer, Paralegal Specialist, Unit Manager, Executive Assistant/Case Management Coordinator, Executive Assistant, and Camp Administrator. Duty stations included all security levels (Minimum, Low, Medium, and High), and a Regional Office. One of the above work experiences included activation of an institution within a Federal Correctional Complex.
