Serves as the National Protection and Programs Directorate’s Personal Property Program Manager responsible for conducting substantive reviews of the directorates' internal control program relating to inventory management. Analyzes internal and external audits of inventory management and corrective action plans, and prepares analyses which are technical and resource oriented, and recommends solutions and adjustments to the directorates' inventory management program.

Reviews, analyzes, and evaluates the actual or potential effectiveness of the GSA Office of Motor Vehicle Management program to meet both management goals and objectives and to comply with applicable legal, regulatory, and policy requirements. Investigates and resolves matters of significance on behalf of management and makes recommendations for improved efficiency/customer service as well as provides consultation or expert advice to management. Provides technical direction, guidance and coordination for GSA Office of Motor Vehicle Management programs, policies and initiatives.Devises and implements GSA Motor Vehicle Management strategies to promote maximum buying power and cost effectiveness of actions (e.g, replacement cycles, vehicle delivery methods, extended manufacturer maintenance warranty programs, etc.). Plans and coordinates the implementation of such new program initiatives and evaluates their impact on other aspects of GSA Motor Vehicle Management and customer service levels. Serves as a focal point and liaison with the regions, customer agencies and vendors concerning GSA Motor Vehicle Management related program initiatives.

Coordinated force structure, work force management, classification, training, health, sustainment, and direction of the Vehicle Management Career Field, consisting of 7.8K personnel. Provided management oversight for a 82K vehicle fleet valued at $6.4B and annual operation and maintenance budget of $360M. Directed the development and implementation of task certifications and career progression plans and established certification and skill level training requirements affecting 7.8K employees. Served as the technical subject matter expert for the AF Vehicle Fleet Information Management System. Consulted and prepared Senior Leaders for congressional testimony to secure funding for key vehicle programs. Validated AF vehicle management work force standards and restructured positions and skill levels to meet the organization’s goals.

Led 269 military and 212 civilians distributed across seven distinct work centers conducting 24-hour 7-day a week logistic operations. Managed and directed personnel resource activities, interpreted and enforced policy and applicable directives. Established control procedures to meet work goals and standards. Recommended or initiated actions to improve functional operation efficiency.

Provided policy, procedures, and management oversight for 8.1K vehicles and equipment valued at over $905M. Oversaw vehicle management manpower requirements and personnel actions across 11 active AF bases. Developed command policy/guidance for field implementation to maintain AF global vehicle management expeditionary capabilities. Authored and implemented management controls and oversight guidance for command’s vehicle accident and abuse programs. Led vehicle validation; cut 115 authorizations and right-sized fleet saving $303M in procurement costs.

Oversaw the supervision, safety, welfare, and morale of 43 military and 23 civilian personnel working in eight work centers in four separate facilities. Lead, directed, and provided overall management for 510 vehicles and equipment valued at $31.8M. Managed $625M operations and maintenance budget and managed $23M in physical plant assets. Executed, managed, and oversaw the wing’s $1.2M General Services Administration (GSA) lease vehicle program.

Oversaw the supervision, safety, welfare, and morale of 90 military and 99 civilian personnel working in 17 work centers in 10 separate facilities. Led, directed, and provided overall management of Pacific Air Force’s largest active vehicle fleet, consisting of 2K vehicles valued at $96M. Surveyed mission needs and allocated resources to provide a safe and serviceable vehicle fleet. Managed $76M in physical plant assets and $2M in annual War Reserve Materiel (WRM) and operations and maintenance funds. Managed repair, control, analysis, parts supply, diagnostics, and quality assurance functions to ensure cost effective and efficient operations. Validated vehicle authorization and buy requirements, limited technical inspection reports, depot level repair requirements, manpower changes, and facility upgrades. Supervised programs affecting depot level repairs, shipment of vehicles, maintenance priorities, record keeping, material deficiency reporting, preventative maintenance, fleet management, registered equipment management, and analysis to ensure regulatory compliance. Supported the 18th Wing, sister services, and 42 associate units’ vast combat and airlift missions.
