GOTTA' PROJECT? MANY PROJECTS? As Chief of Special Projects for the International Communication Agency I implemented over 250 successful international projects with private non-profits with themes as varied as economic planning, middle school textbooks, and African filmmaking. As a Foreign Service Officer I was CEO of the Department of State element that regulated the international commercial transfer of arms, working with top officials at Fortune 500 defense exporters. I implemented the first effective policy and financial planning system used for all non-military Federal international activities. I designed and installed the first successful Federal imaging database, and developed the Assessment Centers used for all Officer intake. While reengineering Amembassy Algiers I negotiated the first treaty with the Barbary Pirates. As Chief of Special Projects I led the internal foundation responsible for politically-sensitive international exchanges with an independent budget of $90 million. I'm particularly effective at managing diverse, multicultural teams. I was mentored by high level women and minorities and have successfully developed women subordinates who go on to succeed at important, complex responsibilities.Moving to Oregon I developed a DARPA proposal to teach Neural Net programming to Native American middle schoolers, led a petition initiative, and political campaigns, and work on economic development. I've motivated people whose initiative was deformed by socialism, and understand and can operate in many foreign cultures. During my career I have mastered many technologies, from radiation hardened defense systems to conversion of gas and coal into diesel.
