I have well over 30 years experience in Federal Acquisition and Assistance at several Federal agencies' Washington DC headquarters, HUD, FAA, DoC NOAA, and USAID. Extensive experience includes the authorship of a wide range of solicitations (RFPs, RFAs, IFBs, IQCs, RFTOPs, etc.) and post-award administration activities. My experiences includes the procurement of all types of products and services, e.g., professional services, IT and major systems acquisition. In addition, I have extensive hands-on professional experience with contract audit support services, including audit desk reviews, audit report findings' resolution, indirect cost rate negotiations, as well as management/supervisory experience. Prior to my retirement from Federal service in 12/2011, I served several years as a Branch Chief at the US Agency for International Development's Office of Acquisition and Assistance (OAA), with Unlimited Contracting Officer and Agreement Officer Warrants, the USAID Procurement Management Certification Program (PMCP), and senior level TDY experience overseas in 8 countries. I also have several years experience at USAID/OAA in Contract Audit Support, including Negotiation of Indirect Cost Rate Agreements (NICRAs), financial statement analysis and audit finding resolution. Since 11/2014, I have been a financial management and contract compliance consultant, supporting Fatoor International, Alexandria, VA. I now seek an exciting new opportunity with greater responsibility and job satisfaction.
