Tax CounselApi - American Petroleum Institute Apr 2017 - Jun 2022Washington, District Of Columbia, UsMy primary responsibilities are to determine how the tax code impacts members, work to generate consensus on tax treatment and ultimately achieve legislative or regulatory changes beneficial to members. During the tax reform process of 2017 I was heavily involved with the review of legislative proposals put forth by the House and Senate, drafting proposed legislative language, meeting with Congressional and Treasury officials to discuss the proposed legislation and working with members to help them understand the new elements of the tax code. Areas that received particular focus were the deemed repatriation under section 965, the implementation of the new GILTI and BEAT taxes, the interest limitation provision and the new divided exemption system. For each of these issues I worked closely with the tax departments of the members in order to better understand how their businesses would be impacted and how the legislation could be better drafted. In 2018 my work has focused on impending regulations to be issued by Treasury covering all areas of the new tax legislation. In particular I am focused on the drafting of API's proposed regulatory language which represents the consensus view of its members as well as our outside consultants.In addition to my work on federal income tax legislation and regulations I frequently work on excise tax issues. Examples of these would be 4081, the Oil Spill Liability Trust Fund and numerous credits. Lastly, I am in charge of organizing the annual API forums on federal income tax and federal excise tax. I create the agenda of topics to be discussed, work to obtain speakers for each of those topics and generate material which is distributed among the attendees. -
