Over 31 years of Engineering, Design, Construction Management, and Project Management for the construction and decommissioning of various LNG, petrochemical, oil and gas gathering, gas processing facilities both onshore and offshore, located throughout the United States of America, Australia, Caribbean, Mexico, several countries (e.g., Angola, Equatorial Guinea, Nigeria, and Mozambique) on the African continent. Much of my professional experience has been on the Owner’s Team and in a leadership role as part of the PMT and/or PLT. Accountabilities have varied between commercial, financial, functional, technical, legal, regulatory, etc. In recent years, on recent LNG projects, my key roles were focused on all aspects and matters associated with development of the Early Works, Logistics, Permitting, and Construction Management along with oversight of the industry standard detailed modeling, planning, and studies of associated each. Thus, my key area of expertise is leading and coordinating between Owner’s Team and the EPC Contractor ensuring that both have developed robust Project Execution Plans that have been fully vetted against historical project data, analytical modeling, and all applicable best practices.

Mar. 2008 – Dec. 2008GREGORY PROJECT SOLUTIONS, LLCHFG Engineering (HFGE) USAConstruction Manager for the West Frenchie Draw Gas Plant (Lysite, WY) Owner is Kinder Morgan (KMI)The scope of work and responsibilities of this project are as follows:Enforcement of Kinder Morgan's plans, specifications, contracts, schedules and HSE policies.Maintain construction records and progress reports.Oversee that all phases of the field quality control is adhered to in accordance with KMI’s construction contract drawings and specifications.Evaluate contract extra work requests and obtains approval from KMI's Project Manager prior to initiating or approving the extra work.Prepare and submit a Daily Construction Progress Report.Make judgments and recommendations on matters presented for consideration by others. Refer final judgment on matters involving code design or matters beyond delegated authority to the HFGE Project Manager.Maintain complete files of all correspondence, data reports forms, schedules, and all records necessary and required by contract specifications and documentation.Assure the completion of all reports and forms as required by Kinder Morgan.Assure that all documentation needed for quality or design is accumulated as required and is in the documentation package (job book) at the Project's completion.Document all damages and defects of the facility during the construction Phase and ensure remediation prior to handover of the Plant to KMI.Ensure that incident logs are maintained and kept.Support the mechanical completion of all systems.Develop and administer site-commissioning checklist, with support of HFGE engineers as required.

Key accountabilities and responsibilities were to act as an Assistant Project Manager/Construction Manager for the preparation and execution of the Marine Construction and Dredging EPC Agreement, review and comment on Issued For Construction (IFC) drawings and supporting calculations for Dock 2 and dredging work, collate same IFC drawings and calculations into submittal packages in compliance the Project FERC Permit condition 15c, management and oversight of all dredging and marine construction work, onsite support to FLNG Development Co. during maintenance dredging and brownfield engineering for Dock 1 that was associated with the Expansion Project.

Acted as the Construction Manager for the Starfish Project offshore of Trinidad and Tobago on the existing Dolphin ‘A’ Platform (DAP), which consists of Brownfield modifications to DAP in order to receive the new (Greenfield) incoming 14” flowline/riser and subsea umbilical from the Greenfield subsea development (i.e. 4 wells, manifold, 10.8 km pipeline) in an effort to increase gas production by 280 mmcfd. Responsibilities included managing multi-disciplinary construction activities onshore and offshore, fully familiar with the project requirements, company policy and procedures to ensure that the requirements relating to site operations are implemented, and ensure that the project achieves its objectives in respect of HSSE, quality, cost and schedule. Other responsibilities included attending project kick off meetings, site meetings, chair Construction meetings and Shutdown meetings to keep control of the construction schedule; establish and maintain effective communication and co-ordination between construction onshore, offshore, and sub-sea activities; develop, implement and maintain strategy to ensure that project objectives are attained; ensure that the construction requirements are realistically quantified and incorporated into the project budgets and planning system.

As Interface Coordinator, responsibilities include the oversight and coordination of remaining permit deliverables for the Plant, Permit Condition compliance and associated deliverables, review of execution and planning deliverables, participation in the 90% Model Reviews and Constructability Review for the Modules.
