Newark Liberty Airport - Building 80 Resident Engineer'S Office

Management of Newark Liberty International Airport Building 80 Resident Engineer's Office for the Engineering Department (Construction Management Division). Coordination with facility Landside/Airside Operations, Program and Project Management Departments to deliver projects for Capital, Minor Works, Work Order and Tenant Alteration projects.

Lincoln Tunnel

Management of Stage IV Projects and Tenant Alteration Work for the Lincoln Tunnel in support of the Resident Engineer .Coordination of construction scheduling to meet requirements of Facility Operations, Local Authorities and Regional Traffic.Generate monthly and yearly projections to track work in place and keep projects within authorized amounts for spending.Assign Field Engineers to various projects to inspect construction work and verify contractor compliance with approved safety, security and construction procedures.Schedule and facilitate Pre-Construction, Progress and Coordination Meetings as needed with project stakeholders.Generate directive letters for various projects on behalf of the Resident Engineer to address issues including approval of rates, R.F.I. responses and lack of progress notifications.Represent the Resident Engineer at Stage III and Low Bid Meetings held with Design and Line Department staff.

Tracking and forecasting of classified, net cost and extra work items. Generate anticipated monthly project projection from these items to avoid cost overruns.Conduct weekly impact meetings and bi-monthly progress meetings with representitives from Port Authority Facilties and Departents, outside agencies and local municipalities.Enforce contractor compliance with Noise Control and Mitigation Plan to protect noise sensitive areas identified in contract documents. Generate and forward daily reports on daily NCMP efforts to Public Relations Department, REO and Project Manager. Generate descriptions, reason and estimates for Post Award Contract Changes (PACC).Recieve and forward all Requests For Information (RFI) from the contractor to appropriate parties (Engineer of Record, Facilty Representitve. etc.). Review and editing of said reponse to generate offical answer on behalf of the Resident Engineer's Office.Generate and send weekly updates to the Chief Engineer's Office for weekly progress status reports.General supervision of field coverage and inspection of project for Resident Engineer's Office.

Review of contract documents prior to distribution for bidding process to note errors and omissions.Tracking, recording and forecasting of costs related to unclassified, classified, net cost and extra items of work.Conduct site inspections on work in progress, notify contractor if work is not inaccordance with contract drawings/specifications. Direct contractor to stop work and correct deficiencies.Report all of the above to Lead Field Engineer, Assistant Resident Engineer and Resident Engineer.

Responsible for review of materials related submittals for contract specifications prior to bid.Audting of asphalt and concrete samples for production and submittal approvals.Site investigations conducted to evaluate integrity of existing structures using both destructive and non-destructive methods such as coring, drilling (for chloride content), sounding, etc.
