In transition from active duty military following 26.5 years of active duty service. Served as an outsourced consultant for McLane Advanced Technologies in the development of contract analysis and submittals for DoD test support functions.

Supervised 1,300 military, civilian, and contractor employees located in five separate states with a $170M annual operating budget. Provided strategic guidance and direction on continuous improvement initiatives, budget and manpower decisions, and managed the daily resourcing and staff support to U.S. Army-level systems and program operational testing to enable procurement decisions of all military equipment. Applied critical thinking and innovation to create efficiencies, saved fiscal resources, and developed effective alternatives in manpower to achieve objectives in a constrained environment.• Orchestrated efficiencies and consolidated resourcing; reduced test costs ~ 6-11% $2.6M• Directed the elimination of redundancies, temporary hires, and validation of operational and support requirements resulting in 4% operational funding efficiencies – greater than $2.1M. Led the multi-echelon planning efforts for a 62,000-Soldier Corps and the Army’s largest military installation supporting more than 80,000 individuals. Orchestrated the long range planning and integration of Southwest Asia and Korean War Plans, contingency operations, and continuity of operations in support of the mission. Critical and innovative thinking led to the development of the Army’s Capacity Building Training Strategy, Fort Hood’s Individual Readiness Training capability, and the Improved Explosive Device-Defeat training strategy and facilities adopted by the US Army Forces Command and published in multiple journals.• Managed the development and implementation of the first strategic campaign plan for the Army’s largest military installation resulting in the plan being the foundation for the Army’s Installation Management Command’s eight year strategic campaign plan.• Developed the Counter-Improved Explosive Device (C-IED) Gated Training Strategy which was institutionalized by the US Army Forces Command for the Army.• Peer reviewed and published “IED-Defeat Gated Training Strategy – A Holistic Approach to Preparing Units and Soldiers for Combat,” in the Infantry (July 2009), Armor & Cavalry (July-August 2009), and Engineer (January-April 2009) Journals.

Established, trained, and led a 472-Soldier multi-functional battalion and maintained accountability and operational effectiveness of 3,527 pieces of tactical equipment valued at over $150M. Provided satellite and terrestrial signal communications, intelligence intercept and interrogation operations, engineer construction support, and military police support to a 3,800-Soldier Brigade Combat Team and maintained the effective security and transportation of over 980 detainees.• Orchestrated and managed 183 infrastructure improvement and renovation projects worth more than $33M in 15 months resulting in the quantified improvement of essential services for more than 500,000 Iraqi citizens in four city districts. • Orchestrated and managed the completion of 113 infrastructure projects (sewer, water, schools, and waste management) valued at $9.8M and personally led the “Haifa Street Project” – saluted by Iraqi’s Deputy Prime Minister for “Visible Signs of Change” setting an example for Iraq’s future.• Led 300 Soldiers and supported the Algiers Police and Fire Departments in Hurricane Katrina post-disaster support/ deterrence operations resulting in a responsive and continuous presence over a five mile square urban residential district with more than 450 homes and 80 businesses.• Managed the organizational transformation of 300 Soldiers and 1,500 pieces of equipment in creating a new 472 member multi-functional organization with 3,500 pieces of equipment capable of signal communications, Information Technology, military intelligence and intercept operations, engineer, and military police operations.

Orchestrated the readiness, deployment, and 12-month sustainment of 1,800 Soldiers and more than 1,300 pieces of combat engineer and construction equipment for Operation Iraqi Freedom in Baghdad, Iraq. Successfully integrated the construction efforts of all branches of service and Iraqi contractors in the improvement of roads, bridges, and airfields in Baghdad. Effectively managed a $5M operational budget and a base development and sustainment contract in excess of $18M. Critical thinking and personal innovation led to the adoption of force protection and survivability systems on Forward Operating Bases across the theater and route clearance systems used by forces deployed in other locations today.• Managed the creation of a 1,800-Soldier Brigade from units located across the U.S. resulting in a well trained and effective Engineer Brigade supporting full spectrum operations.• Managed a construction and combat engineer brigade in Iraq that cleared 20K miles of roads; introduced new technology and systems into tactical operations; reconstructed 5 major highway bridges; the safe removal and destruction of 10 tons of captured explosives; and the construction of 2 major operations bases (Taji and Liberty).• Provided urgent and responsive contingency construction support resulting in the creation of 2 critical 500 Soldier security bases in rural Baghdad (Mahmoudiyah and Dogwood).

Coordinated and synchronized the efforts of the Commanding and Deputy Commanding General of the US Army Corps of Engineers with the U.S. Executive Branch, Congressional, and senior Department of Defense representatives. Planned and synchronized daily travel, events, and activities including the preparation of documents for speaking engagements. Instrumental in the planning and integration of the Corps of Engineers’ Forward Assessment Team in Operation Iraqi Freedom to effectively assess infrastructure, facilities, and utilities following combat operations.• Effectively communicated with senior federal, state legislative and governing officials, and Department of Defense leadership daily; resulting in effective coordination with the U.S. Army Corps of Engineers leadership.• Managed the daily engagements and schedule of the US Army Commander and the Deputy Commander of Engineers in leading a 35K member organization with a $12.6B budget.
