Assist the bishop and cabinet with: strategizing new church locations; annual conference policy development/implementation; strategy for recruiting new church planters with assessment. Work with Annual Conference Commissions to administer policies, oversee budgets, provide for property acquisition for new churches.

Within geographical area (district), supervise local church clergy, resource local church leaders, respond to local church conflict to develop strategy for resolution. Assess clergy to understand their potential for ministry. Know the culture of local churches, assess the strength of lay leadership, understand the needs and challenges of local church communities. As part of bishop's appointive cabinet, collaborate with other district superintendents to match needs of local churches and communities with the skills and gifts of clergy available to serve those churches.

Lead local congregation with vision for ministry to respond to needs and challenges of community. Strengthen laity to use their gifts and calling for ministry of local church to reach new people for Jesus Christ.
