The U.S. Army Corps of Engineers (USACE) Readiness Support Center (RSC) provides emergency management planning, training, project management/development, and response support to the Corps of Engineers. Programs administered by the RSC are tailored to strengthen and ensure USACE’s capability to respond to civil and military contingencies. Supported areas include training and exercise development, personnel and organizational accreditation, disaster modeling and simulation, command and control software, deployable tactical operations support equipment, and national emergency management communications equipment.

Chief of Staff, Force Headquarters Group, Marine Forces ReserveAs the Force Headquarters Group (FHG) Chief of Staff expertly used knowledge of enterprise operations, human capital and resource management, leadership principles, financial management concepts, policies, and procedures to formulate and implement operational strategies. Provided executive-level leadership over all internal processes, established priorities, and drove daily operations supporting 37 Reserve Training Centers (RTCs) necessary to mobilize Reserve Civil Affairs, Law Enforcement, Intelligence, Air and Naval Gunfire Liaison, and Communications Marines and capabilities. Prioritized and assigned work for a staff of 474 Active Duty personnel assigned to 37 RTCs in 19 states and 11 General Service (GS) and civilian staff. Supervised the operational employment, training, and readiness of 5K Reserve Marines assigned to selective Marine Corps Forces Reserve units and 62K Marines in the Individual Ready Reserve. Collaborated, analyzed, and evaluated programs; made sound recommendations for the design of strategic plans and processes to synchronize human capital planning with the organizations’ strategic business goals. Performed the full spectrum of personnel, performance, and human capital management, including disciplinary cases and performance deficiencies. Reviewed organizational structure and functional responsibility, then authorized and implemented realignments and staffing adjustments, and delegated authority levels, as needed. Oversaw all fiscal execution and budgeting. Directly controlled an $11M administrative, operations, and maintenance budget; oversaw a $33M training and readiness budget.
