Lead Project manager overseeing development and implementation program for San Clemente Island target complex as "Adversary Island" in support of Fleet training. This $138 million, multi-year project created and protected this crucial training venue as the Navy's sole off-shore training area within strike range of the U.S. Mainland.

Weapons Training Unit Officer In ChargeHelicopter Anti Feb 1996 - Feb 1999Conceived, developed and implemented complex training project to institute curriculum and standards for training of all Navy helicopter pilots assigned to the Combat Search and Rescue mission. Directed staff of 15 in development of flight and classroom education and training regimen, leading to commissioning of Navy's first operational Weapons Training Unit. Coordinated with Air Force, Marine Corps, Navy and Army aviation units to develop Joint training focus in support of combat operations. Codified and gained signature of Memoranda of Understanding / Agreement with Reserve forces in support of common Maneuver Description Guide and Execution Checklists for augmentation during these missions. Successful project implementation led to development of two new training commands, including the Helicopter Weapons Training Unit for Helicopter Sea Strike Squadrons.
