• Senior manager in start-up U.S. subsidiary of large Middle Eastern educational foundation• Directed grantmaking, school exchanges, and other projects, including major initiative to promote the teaching of Arabic in U.S., Brazilian, and Canadian schools• Managed annual budgeting process and grants budget of $7.2 million• Supervised six professional and support staff

• As part of World Bank team in dialogue with the Government of Turkmenistan, prepared recommendations for improvement of university education in economics, finance, and management • Wrote a series of background papers on World Bank knowledge strategy, including a 75-page report on Bank-supported research institutions in Africa, China, Eastern Europe, and the Middle East• Conducted site visits to urban and rural areas of Kazakhstan, developed design strategy, and negotiated teaming agreements for proposal to manage new independent foundation for disadvantaged children and youth

• Working closely with the Government of Georgia, led the launch of the International School of Economics (ISET - www.iset.tsu.ge): a U.S.-style graduate school of economics• Guided government and university in all aspects of design and implementation, including recruitment of faculty, development of international linkages, and establishment of governance structures• Mobilized more than $5 million from international donors (BP, Norway, Sweden, Open Society Foundation, World Bank Research Committee)

• Member of management team of international public-private initiative to reform teaching, research, and policymaking in economics in the former Soviet republics, including an English-language master’s program in Kyiv, Ukraine (now an independent university; see: www.kse.ua); and a Moscow-based research network, providing research grants, training, and support services to economists throughout the former Soviet Union• In Ukraine, managed student affairs and relations with host university and Ministry of Education• Served as secretary/treasurer of the donor consortium• Supervised annual budgeting process and monitored expenditures of $3 million per year• Oversaw spin-off from the Eurasia Foundation and establishment of independent legal entity• Wrote numerous successful grant proposals to U.S. and European institutions

• Managed the Edmund S. Muskie and Freedom Support Act Graduate Fellowship Programs (annual budget $5.8 million), which provided funding for young professionals from the former Soviet Union to undertake studies at the master’s level in the United States in the fields of business administration, economics, education administration, journalism, law, library science, public administration, and public policy• Prepared grant proposals and program reports for Muskie, FSA, and other programs for submission to U.S. government funding agencies• Supervised three assistants. Authorized operating budgets and reviewed expense reports of eleven overseas offices

• Established and managed overseas office for academic exchange organization administering U.S. government-sponsored educational programs • Oversaw the growth of the organization from one person in 1992 (me!) to more than 25, including nine Americans, by 1994• Had direct responsibility for the implementation of U.S. government programs for undergraduate and graduate students, teachers, and professors (Fulbright, Muskie, etc.)
