● Responsible for directing the Supply Chain Management operations at VA Palo Alto Health Care System (VAPAHCS), known to be one of the best, most complex, most innovative, and forward-thinking service in the Veterans Health Administration (VHA) system of hospitals. The department is commonly sought after for best practices, modeling, and site visits by logistics and supply chain executives and executives from various disciplines. Annual program audits and reviews were consistently well in compliance exceeding any other programs in VA● Managed an annual budget of $43M for the supply chain for VAPAHCS for the Business and Procurement Planning section (commodity standardization, activation support, capital asset management support, supply chain analytics, contracting support, etc.), the Materiel Management section (warehouse, mailroom, reproduction, non-expendable property management, and property utilization), and Total Supply Support (medical/surgical consumable inventory management and supply distribution) ● Led the department through continuous process improvement efforts, high reliability organization, as well as Baldridge, CAPE, and Magnet certifications journeys. Supply chain plays a critical role in every process improvement workshop. Key in ensuring that the department had a modern supply chain and enhanced (true just in-time) distribution system implemented and that all support service requests were fully automated● Served on the most recent national supply chain modernization efforts with significant contributions in developing systems and solutions that have been rolled out and still in use today● Swiftly led the department in establishing procurement, warehouse and transportation support, and inventory management support units to immediately establish sufficient PPE and scarce resource stockpiles in direct support of the COVID-19 pandemic response/incident command, resulting in minimal instances of stock-outs or stress.

● Served as the Chief of Logistics and the Acting Chief of Safety and Emergency Management Service● Managed the day-to-day activities of the VAPAHCS safety program; also, oversight of safety compliance, Green Environmental Management System (GEMS), industrial hygiene, and emergency management program.

● Managed the controlling, planning, and managing of all logistical functions with an average annual budget of $25M ● Served as the Logistics Subject Matter Expert for VA national finance and logistics integrated technology enterprise project to integrate its current financial, logistics, and engineering application systems ● Identified logistical areas requiring redesign and successfully implemented automated processes to cut down processing times which cut costs and improved efficiencies ● Managed the system-wide Omnicell implementation to track consumable inventories, as well as biological/non-biological implants, first within VHA ● Managed the implementation of SCLogic, a fully automated package tracking system. Automated forms via SharePoint, InfoPath, and other applications. Revamped equipment management program and automated reutilization of excess properties for VAPAHCS. Successfully went through major realignment efforts with minimal impact ● Led the logistics side of sterilization, processing, and decontamination (SPD)/central supply realignment under nursing (managed SPD until the realignment, effective Sept. 2009) ● Managed local purchasing realignment to contracting fully prepared for 10/1/2010, logistics inventory managers/buyers still manage 86% of total procurement workload ● Served as a key member of multiple committees at VAPAHCS, VISN/Regional Office, and VACO/National Office.

● Served as management resource for all local, VISN/regional, and national reports ● Analyzed various logistical programs, such as Generic Inventory Package (GIP), Equipment Inventory Listings (EIL), and Purchasing. Provided solutions and/or projects implementation for process improvement ● Acted as a Project Manager for Omnicell implementation and technical innovation ● Served as a Logistics Subject Matter Expert for VA Medical/Surgical National Standardization Committee, and as a Logistics Subject Matter Expert for VA National FLITE Project to integrate its current financial, logistics, and engineering application systems ● Known as the Logistics liaison for all local committees (Safety, Emergency Management, Environment of Care, Controlled Substance Inspector, Equipment Program), and the Logistics liaison for VISN committees (National Item File, GIP Workgroup, Materiel Management, Federal Procurement Data System).

● Completed a 2-year VHA Technical Career Field (TCF) Training Program ● Completed rotation, training, and knowledge in all aspects of logistics to include Finance as well as government acquisition and SPD/Central Supply ● Completed 10 required government acquisition courses to include: Contract Formation I & II, Acquisition Planning I & II, Contract Administration I & II, Cost Analysis, Price Analysis, Negotiation Techniques & Intermediate Contract Pricing.
