Serve on the department’s Emergency Management Program with a focus on leveraging advanced and emerging technologies to scale the effectiveness of existing security personnel, tools and techniques to meet the ever-evolving security needs of the agency. Supervised comprehensive security programs to include executive protection, physical and technical security, for Diplomatic Security the most widely represented federal law enforcement and security organization overseas. Selected highlights:• Drafted and ensured systems, procedures, and controls were in place to ensure U.S. government personnel and IT infrastructure are protected across Europe. • Managed and supported over 70 Regional Security Officers and seven geographic Desk Officers with a $2.5M budget while developing policy and managing risk for U.S. diplomatic facilities throughout Europe. • Cultivated collaborative relationships with foreign governments and private sector to ensure open information sharing for the safety and security of American citizens, facilities, and corporate infrastructure. • Prepared and implemented policy documents on physical security, risk mitigation, security staffing, intelligence and diplomatic posture for senior Department management and National Security Council during ongoing crises in Ukraine and Russia.• Develop, integrate and sustain consistent and standard regional security processes.

Supervised complex joint criminal investigations (transnational criminal syndicates, counterfeit document peddling rings, and human trafficking) in close collaboration with federal, state, local and foreign law enforcement agencies, with responsibility for overseeing 13 Special Agents, six Investigative Analysts. Reviewed Special Agents Reports of Investigation and guided them on steps for presentation to the United States Attorney’s Office for prosecution or closure per Department regulations.

Served as principal adviser to the U.S. Ambassador for all matters related to security and capacity building with local police. Managed all operations of a Regional Security Officer at a service needs differential post, including 140+ local guards, investigations for crime and visa fraud; supervised one ARSO and three locally-hired investigators.

Supervised operations of all components of a Regional Security Office at post rated high for crime, including MSG, local guard, and investigations for personnel security, crime and visa fraud. As ARSO I had supervisory responsibility for three locally-hired investigators and three security escorts, operational oversight for the surveillance detection program. Served as Acting RSO when RSO was away from post.

Responsible for physical security at satellite compounds within Baghdad, including USAID, the COM Residence, the Chancery, and the New Embassy Compound (NEC). Served as RSO liaison to the MSG Detachment and as liaison to the U.S. Military’s Project Coordination Office.
