Developed and managed the Wind Renewables Program Cost, Schedule, Planning, Risk Management, & Plant Accounting Systems, as a client representative of a Large Regulated Electric Utility to execute their expanded multibillion dollar Renewables Program for long term generation capacity of multiple GW's.

• Appointed Project Controls Manager for Ameren Missouri’s inaugural $1.2B Wind Renewables Program for the generation of 700MW consisting of two projects, executed via acquisitions under Build Transfer Agreements (BTA) for Wind Generation Facility Projects & achieved the corporate's highest award for project execution on both projects.• Developed & managed the cost, schedule, risk management, regulatory reporting, executive reporting and plant accounting for installation of 175 Wind Turbines, 2 Substations, and 2 Transmission lines for the generation of 400 MW at a project cost of approximately $725 Million. • Managed monthly forensic schedule analysis of contractor construction schedules of over 4,000 activities.• Implemented Earned Value Management Cost Control practices improving monthly forecasting accuracy to consistently achieve variance's below 10%.• Developed & managed the cost, schedule, risk management, regulatory reporting, executive reporting and plant accounting for installation of 91 Wind Turbines, 1 Substation, and 1 Transmission Line for the generation of 300 MW at a project cost of approximately $550 Million.• Developed, coordinated and delivered at both the program and project level, the formulation and update of key performance metrics, schedules, cost and risk reports on a monthly basis for the formal legal project & program documentation for distribution to: stakeholders, executive leadership & state regulators. • Created Client's first plant accounting system for wind renewables assets for the capitalization of 166 wind turbines, 2 collection systems, 3 transmission lines, 3 substations, and (2) 12,000sq/ft O&M facilities.• Supported Ameren Missouri’s Senior Corporate Tax Team with monthly project cost forecasting & cost strategies to ensure projects were executed in a manner to obtain the maximum offering of IRS Tax Credits & Tax Incentives to reduce capital costs.

• Managed the capital investment project financials for over 20 transmission line and substation construction projects totaling over $180M for a Large Regulated Electric Utility.• Created and maintained project portfolio dashboards for budgeting, forecasting, earned value reports, and variance explanations to project managers, stakeholders and regulatory committees. • Developed a project execution initiative by organizing a coalition to refine business relationships and roles among project controls cost/scheduling and project management, as a solution to a sharp growth in regulatory project requests under fixed staffing restrictions.• Co-author of the internal business charter for strategic PM/PC roles, deliverables, KPI’s and lead of implementation.• Responsible for the organization of project structures and subsequent charges through work breakdown structures. • Responsible for the final work order completion review process and audit support. • SAP Super User and SAP trainer.

• Preformed detailed analyses of nuclear waste cleanup contract scope definition.• Led the independent cost and scope analysis of poor schedule performance of the Plutonium Finishing Plant ($125M/year, $2.2B lifecycle cost).• Identified dominant causes and proposed resolutions, which were accepted for immediate implementation with a forecast savings of $8M/year in enhanced schedule performance.• Formally presented results to senior executives in MSA and senior executives of the U.S. Department of Energy.• Led the scope integration activity of three U.S. Department of Energy prime contracts totaling $9.6B.• Planned and executed a comprehensive assessment of all prime contracts totaling $2.2B ensuring the assignment of 15,100 facilities and 3,000 waste sites were assigned correctly to contracts without duplications or omissions.• Developed and utilized a data impact mechanism from government proprietary software into Microsoft Excel.• Identified that were 1,100 facilities / waste sites were duplicated or omitted from the contracts.
