Led the organizing team and worked with the attorneys and regulators creating the charter application and business plan (including projections, policies, systems planning, organizational structure, etc.) in pursuit of an Industrial Loan Company (ILC) charter for the proposed De Novo Bank, subsidiary of Capital Card Services, Inc.

Provide oversight and direction to the Bank’s Central Support Services (including security and DR/BCP), Compliance (including vendor management), BSA, Electronic Banking (including in-house core system), CRA, and Information Technology (including cyber security) departments, as well as leading annual Strategic Planning efforts and managing Internal Audit. Initiated and oversaw the bank’s technological advancements from its first WAN, email accounts and website to core conversions due to bank acquisitions, financial analysis/underwriting system implementation and adoption, online banking implementation and adoption, CRM/Profitability system implementation and adoption, imaging system implementation and adoption, and more.

Managed the Credit Administration Department which included Loan Operations, Management and Regulatory Reporting, Policy Development, CRA and Credit Review (including underwriting standards, policy adherence and regulatory compliance). Continuously improved the department resulting in increasingly accurate and timely information, new efficiencies and a decrease in staffing levels. Provided centralized assistance and direction to staff regarding policies and regulations. Worked directly with Federal and State Regulators during Safety and Soundness examinations and Compliance examinations.

Started with American River Bank as an entry level note clerk and promoted regularly to many different positions adding responsibilities as opportunities arose. Positions held include Commercial Loan Officer, Collection Manager, Compliance Officer, and CRA Officer. Top producer in deposits and loans in both '92 and '93.
