Description: The Homeland Response Force (HRF) is a Defense Support of Civilian Authorities fully operational Crisis Management Response organization primarily composed of Army and Air National Guard members, many of whom are on active duty orders. The HRF was conceived in 2009 by leadership at the Pentagon in response to increased natural and man-made threats.Just after the Joint Chiefs authorized operations, I was recruited as a senior staff officer to be in charge of all full and part-time Air National Guard members assigned to this joint task force. Once in place, I recruited my senior staff, which consisted of 12 direct reports. Mentored them into a group that consistently outperformed the standard of 90% operational readiness as established by DoD. Along with other senior officers, we created the HRF University to plan, execute and track training for our Brigade and also do joint partner training both nationally and internationally. This gave the Brigade a clear picture of training metrics and KPIs in real-time. Worked with our internal trainers as well as vendors to provide specific specialty training, career enhancement, professional development training as well as elective training opportunities. In 2012 we developed a traveling roadshow, an external communication campaign to “tell the story” of the HRF. During the next three years, we traveled throughout the southeast, presenting to government and private sector leaders. These relationships were leveraged during our opportunities to present to US congressmen and US Senators about yearly funding. In 2015, we secured funding for a four-year period, validating our 2012 decision. The Commander, Army XO, and I, the AF XO, were most proud of how our winning culture was built over time and the outstanding and consistent results we achieved. Over a six-year period, scored more than 95% on each of three biennial compliance inspections exceeding expectations.
