Lumina's communications team amplifies the entire foundation's efforts to create a better-educated nation, especially among adults who are Black, Hispanic, and Native American. We commission authoritative research into public narratives and audiences so we can measurably influence national dialogues in ways that will help more adults earn bachelor's and associate degrees, college certificates, and industry certifications. Nonprofit Strategy Director - Designed New Learning Models And Higher Ed Finance ApproachesLumina Foundation Dec 2012 - Sep 2016Indianapolis, In, UsSenior leadership promoted me in December 2012 to lead a team that fostered the design and development of new business and finance models in higher education that ensure adults of every economic and racial background can secure access to valuable learning.Our team focused on learning models with potential to make competency-based education more widely available; to shore up Completion Colleges that integrate students' academic credits with corporate and military training to form lower-cost pathways to adult degree completion; and to explore quality, lower-cost academic business models within growth-oriented regional public universities. We enabled design-thinking approaches for policymakers to develop the next generation of outcomes-based funding. And we paid for nonpartisan research and education into federal and state finance and regulatory options capable of sustaining these models.Lumina’s culture embraces an entrepreneurial spirit; rapid tactical iteration that informs strategy development; a willingness to work in complex, emergent areas; and support for R&D that leads to innovations other foundations, governments, and private-sector partners can help sustain, replicate, scale or spread.This design-build strategy met its measurable objectives: Our efforts ensured that more than 67 of faculty and opinion leaders we involved agreed by 2016 to the need for new, lower-cost pathways in higher education. Among those who agreed, more than 50 percent got involved in our projects.

Nonprofit Program Director - Coordinated National Public Policy Initiative To Improve Higher EdLumina Foundation May 2007 - Dec 2012Indianapolis, In, UsI guided a team of experts in policy, research, program evaluation, organizational learning, communication, and student affairs to influence systemic change in U.S. higher education. The team relied on public outreach, policy advocacy, and institutional change leadership to increase the efficiency and cost-effectiveness of colleges and universities.As a result, by 2013, at least 10 states adopted, enhanced, or sustained 2 or more elements of the "Four Steps to Finishing First" agenda for public policy and institutional practice. This agenda served as a precursor to Lumina's adoption of state policy agendas; it emphasized funding student outcomes, creating incentives for students to graduate early or on time, adopting innovative teaching and learning practices, and implementing business efficiencies to win faculty support for larger changes.HCM Strategists and Public Agenda provided critical support for this effort, along with SPEC Associates and Tides Center. Other partners included Arizona Board of Regents, City University of New York, Community College Research Center, Indiana Commission for Higher Education, National Research Council, State Higher Education Executive Officers, Tennessee Higher Education Commission, Texas Higher Education Coordinating Board, University System of Maryland, and Montana University System.As part of this initiative, I directly managed a $62M grant portfolio that included National Governors Association's Center for Best Practices, National Conference of State Legislatures, New America, Center for American Progress, and the American Enterprise Institute. The foundation later launched state and federal policy teams in Indianapolis and Washington, D.C., to build upon these established portfolios. I also oversaw Lumina's work on the Degree Qualifications Profile and Tuning USA, both of which shaped newer competency-based programs by offering quality frameworks for degree-level learning objectives, including knowledge and skills.

Investigative Journalist I State And Federal Courts Reporter I Senior Statehouse ReporterThe Indianapolis Star Aug 1999 - May 2007Indianapolis, In, UsI produced award-winning investigative journalism for Indiana's leading online news organization and largest print outlet, then a 250,000-circulation daily and 365,000-circulation Sunday newspaper. My investigations focused on a central Indiana concrete price-fixing conspiracy that led to the largest domestic fine in U.S. history and a series of criminal convictions, a badly flawed public construction project in Downtown Indianapolis that led to cost overruns and criminal charges, and the suspicious transfer of suburban Indianapolis water and sewer utilities that sparked an FBI investigation.Also the newspaper served as:* State and federal courts reporter, covering high-profile civil and criminal cases.* Senior Statehouse reporter until June 2005, coordinating coverage of Indiana state government. Led coverage of court-ordered property reassessment, Indiana’s budget crisis in 2001, and a series of cutbacks in Medicaid, which served one of every six Hoosiers.In 2000, I received The George Polk Award, a top national journalism honor, for “Painful Lessons,” an investigative project with reporter the late Joe Fahy and editor Linda Graham Caleca that exposed deaths and poor care in Indiana’s proprietary, Medicaid-financed system for people with mental disabilities. The project prompted then-Gov. Frank O'Bannon to fire several top state employees and institute reforms. In addition, Irish America magazine named us among the Top 100 Irish Americans in 2003 for journalistic achievement. -
Statehouse News Bureau ChiefThe Times Of Northwest Indiana 1995 - 1999Munster, Indiana, UsHoward Publications recruited me to open a Statehouse Bureau for this 90,00-circulation daily and 96,000-circulation Sunday paper in a suburban Chicago market.At The TIMES, I covered the executive, legislative, and judicial branches in nation’s 14th-largest state, showering special attention on how Lake County's uniquely corrupt style of politics influenced state government. I reported on political races, riverboat casinos, a constitutionally flawed property tax system, and regulation and deregulation of all forms of public utilities.While at this trend-setting paper, I won the American Bar Association’s Silver Gavel Award for “Sick Justice,” a news series which revealed gross mistreatment of Indiana’s mentally ill prison inmates. I also produced investigative reports with the I-TEAM at WISH-TV, then the CBS affiliate in Indianapolis, in one of the earliest such print-broadcast collaborations nationally. One such project became a finalist for a Cleveland Emmy. -
Statehouse News Bureau ChiefThe News-Sentinel 1991 - 1995Knight-Ridder recruited me as Statehouse bureau chief for this now-defunct 55,000-circulation afternoon daily in Fort Wayne, Indiana. The News-Sentinel competed against the locally owned morning newspaper in a joint-operating agreement. My coverage focused on human services and Medicaid, lobbying and legislative ethics, the property-casualty and life-health insurance industries, and state regulation of gas, electric and telephone utilities. I wrote story packages to the newspaper’s Business Monday tabloid on topics such as long-term care insurance, gasoline octane testing, and the expected costs of decommissioning the Donald C. Cook Nuclear Power Plant in Bridgman, Michigan. While at this Pulitzer Prize-winning Knight-Ridder newspaper, I forged a first-of-its-kind relationship in Indiana--and one of the first nationally--between a local newspaper and a TV investigative team. Working with WISH-TV, we disclosed decades-old radiation experiments at the Veterans Administration Medical Center and also revealed lax oversight of Statehouse lobbyists, including one former lawmaker lobbying on the floor of the Indiana House in violation of state law. Our stories aired on Indianapolis and Fort Wayne TV simultaneously.

Criminal Justice News ReporterThe Journal Gazette 1988 - 1991UsI broke public safety news (FBI, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, and Firearms, state and local police and federal and state courts) for this 65,000-circulation daily and 140,000-circulation Sunday family-owned paper in Fort Wayne, Indiana. I consistently led state coverage of the medical causes behind a fatal Indiana Air National Guard jet fighter crash, filled in for the state and federal courts reporter, and investigated a now-closed state-run center for people with severe mental, physical, and medical disabilities. Through my efforts, the paper won a lawsuit against the U.S. Department of Justice under the federal Freedom of Information Act that forced disclosure of sensitive military records related to a military pilot's death in a crash landing. The News Media & The Law, a leading media law journal, cover our lawsuit when the Justice Department chose not to appeal the ruling. Medical records indicated the pilot had taken beta blockers to hide a heart ailment that should have kept him out of the cockpit. In addition, Investigative Reporters and Editors cited two news series--about cocaine trafficking in Fort Wayne and about an Ohio bar serving underage teens who later died--among the Top 100 investigations of 1989. -

As a temporary member of the D.C. office staff, I wrote speeches, covered congressional hearings on Frank Lorenzo and Eastern Airlines, hosted constituent tours, and engaged at various levels in events at the White House, U.S. Supreme Court, Soviet embassy, State Department, Defense Department, and other government venues. During my time there, I processed 2,500+ pieces of constituent mail, averaging 2-3 new letter topic drafts each week for five months. -

I broke stories during the General Assembly's budget session in 1987, amid an FBI investigation into the misappropriation of funds from the Indiana University Foundation, and while covering Bloomington police and court news and general assignment stories. As city editor, I directed the state and national award-winning coverage of two dozen reporters.
