Coordinated the Department’s participation in the Preliminary Land Use Service (PLUS), a multi-State agency review of major residential and non-residential development proposals (to include rezonings, conditional uses, and annexations), comprehensive plans, and land use ordinances. Administered the Delaware Coastal Zone Act program, which regulates existing heavy industrial activities, as well as new and existing manufacturing activities, in Delaware’s Coastal Zone. Assisted in the formulation of planning policy, with an emphasis on the environment and natural resources, at the State level. Provided planning policy direction to agency officials, the Governor’s Office, the Cabinet Committee on State Planning Issues, and the General Assembly.

Served as the Chair of the Department’s Planners Technical Advisory Committee (PTAC), a group composed of 14 professional planners and other agency representatives with a vested interest in planning and land use. The PTAC serves as the link between the Department’s technical staff and management (program managers/administrators and Division Directors). Conducted land use reviews in accordance with the Land Use Planning Act (LUPA), Development Advisory Service (DAS), and County Technical Advisory Committee (TAC) processes.

Assisted in the formulation of the Department’s work program and budget (18 personnel, FY 99 budget of $1,972,110). Served as the coordinator for the update of the County’s Comprehensive Land Use Plan.
