    I was in the role of Program Manager within the Case Management Systems Office of the Department of Program Services in the Administrative Office of the U.S. Courts. This was my first experience outside of the Executive Branch of our Federal Government. CMSO provides information technology (IT) support for software development, systems engineering, maintenance, and operations of national IT systems for the Administrative Office of the U.S. Courts’ (AO) Department of Program Services (DPS). In my capacity as Program Manager and Senior Management Consultant I worked to ensure the strategic direction of the program as defined by the CMSO customer is followed. I worked directly with the Federal Division Directors to develop new or adapt existing approaches to executing the work that will address their unique requirements. Our functional areas are responsible for the infrastructure and operational components of the DevSecOps methodologies in play at in the CMSO. This was an interesting and rewarding experience. I was able to add a few new tools to my tool kit. More importantly I was able to help move the program and the customer mission forward.

    This role re-ignited my interest in Identity Management. Cloud and other online services, coupled with a mobile workforce has moved the security perimeter; with Identity central to securing the that new perimeter. I served as the DOE ICAM Program Manager supporting the Department of Energy’s Deputy Chief Information Officer (DCIO) for Architecture, Engineering, Technology & Innovation and the Federal ICAM Program Manager. In this role I worked to ensure the strategic direction and vision of the DOE ICAM program is always in play. Worked with the Federal ICAM Program Manager to develop new approaches to address the ever-changing Federal IAM landscape, while moving forward with existing initiatives. We develop and improve IT framework(s), architecture, operations, procedures, policy, and governance. We embraced a plan to improve our overall contract reporting functionality and most importantly, transparency. Very exciting stuff - I lead the development and planning for a DOE HQ Identity Management Service (IdM). This was done within the context of the DOE’s Continuous Diagnostics and Mitigation (CDM) program (CDM remains a passion of mine). We are going to be using CDM provisioned IdM tools to serve as the identity repository for the CDM (Master User Record Attributes). Which will feed the DHS required Archer instance. We have an action to architect a Virtual Directory for DOE that will be expandable to the enterprise out of the immediate use case of our Single-Sign-On (SSO), Identity Data Repository initiative. The successful implementation of an enterprise VDS will provide for the timely availability of varied and decentralized data from multiple data repositories and authoritative sources. This and so much more was happening there! I was glad for the experience there and the help i provided to move the organization’s initiatives forward. My Federal direct report is one of the most knowledgeable ICAM SME’s I have ever worked with – refreshing!!

Worked on developing a security program for the NIH focused on Continuous Diagnostics and Mitigation (otherwise known as CDM). This new program involves working with the HHS Office of the Secretary as well as the Department of Homeland Security. I was also the NIH federal representative for the HHS wide eGRC (Governance Risk and Compliance) evaluation project. This program is an outcome of new requirements put forward by the Department of Homeland Security. As a 20 year federal employee of the NIH, one who has built a mature set of IT services and programs within a branch of CIT, I was uniquely qualified to develop this new security program with the real mission of the NIH in mind. The purpose of Information Technology is to serve business, and the business of the NIH is providing research program leadership and direction with the goal of improving the health of our citizenry. I worked to ensure neither the NIH’s Intramural nor Extramural programs are negatively impacted by any new security related requirements that are imposed on the NIH.
