As Chief Operating Officer from 2012 to 2021 and as Chief Program Officer starting in June 2021, I have broad responsibility and accountability for the overall growth, performance and impact of the organization in fulfilling its mission to be a catalyst for progress in Washington, DC. I lead our education, housing and economy programs by incubating new initiatives and forming innovative partnerships. I am responsible for internal operations for the 240-member organization including communications, fundraising, operations and finance. My programs, partnerships, and proposals led to the following results: diversified revenues, spurred advocacy, increased visibility and communication, and, ultimately, to education reform, economic growth, housing affordability, transportation, and infrastructure improvements in Washington, DC.Through direct advocacy, coalition building, and public policy analysis, I helped improve the public policy environment in education, education and the economy.

Since leading its establishment and incubation in 2016 as a new, non-profit organization, I have provided strategic advice and guidance to the D.C. Policy Center on housing, education, government finance and economic development. I support the Center by developing and promoting policy proposals and building coalitions to facilitate their adoption.

I led the incubation process for the Conservancy as a non-profit dedicated to the mission of preserving affordable workforce housing. Building on the latest research on mixed income communities and access to opportunity, I helped develop the new social impact model for preserving affordable workforce housing. My work included partnership development, government affairs, strategic planning, and board recruitment.

Served as the initial Executive Director of the DC Tax Revision Commission, managing its operations including recruiting and building a diverse work team, acting as key spokesperson, authorizing nationwide experts to conduct research for the Commission, and directing internal administrative support. I spearheaded the design of comprehensive tax recommendations to encourage tax code transparency and fairness, increase business growth and job creation, and broaden tax base. Recommendations became law and included approximately $950M in tax reductions (over first 6 years of implementation).

Advised municipalities, states and schools districts on financial restructuring, operational improvement and organizational reform strategies.

Led the reform of $556 million in state and federal grant program administration and compliance for the Detroit Public Schools under the direction of a Governor-appointed Emergency Financial Manager.

Responsible for day-to-day finance operations including accounting, budget and grants management during the transition and establishment of the office as D.C.'s State Education Agency. The office's financial responsibilities grew from $85.4 million to $606.3 million in programs during this period.
