Lead Developer Engineer overseeing projects in PEO STRI Combat Training Instrumentation Systems (CTIS). There is a multitude of various challenges in supporting a diverse battle force in training centers CONUS and OCONUS. The goals of ensuring training systems are astute and fully capable involves many network capabilities which are necessary to enrich the solider abilities. I assist with multiple disciplines to include cyber, network engineering, and acquisition strategies. I assist leadership decision makers in the PEO meet critical design and programming parameters that impact training needs for soldiers.

  • Naval Information Warfare Center Atlantic
    Computer Engineer
Naval Information Warfare Center Atlantic Jul 2020 - Aug 2022
    Tampa, Florida, United States
USMC PEO Digital- Information Systems Security Manager (ISSM) Tampa, FLResponsible to establish, document, and monitor an operating unit's cyber security program implementation plan, and ensure compliance occurs in accordance with DoD management policies. I have leverage my knowledge of cyber security policies and technical cyber security protection measures to enable USMC IT system platforms achieve successful ATO. I work with many tools to help migrate the USMC from the old network architecture from older data centers models (data on premise) to DoD cloud technologies (data off premise) and ensure that the migration methods will be successful in bridging command units’ critical data from costly network operations to the modern day hybrid cloud (many potentials configurations) construct, which is more effective and efficient. My dedication in continuous learning and in-depth understanding of DoD IT network architecture provides an invaluable asset to the NIWC/USMC projects that I support. Multiple IA packages have resulted in approvals from the Authorizing Officials (AO) in the Risk Management Framework (RMF). The manner of execution of these IA packages is achieved by establishing the confidences (multiple data exchanges / understanding how something works and how to secure it) with my partnerships with vendors and command leadership. Successful communication of DoD policy and competent integration of commercial technology is key in all the ATO packages that I have led to the ultimate goal of providing a network tools’ approval. In turn, this provides resources and leads to methods that provides the Sailor with a network readiness, further capabilities, and more capacity to support their mission objectives.
  • 5Th Signal Command (Theater)
    Computer Engineer
    5Th Signal Command (Theater) Jun 2017 - Jul 2020
    Wiesbaden, Hesse, Germany
As the senior technical expert, I have provided the overall systems engineering/computer science and technical integration for the planning, development, acquisition, and implementation cycle for Army requirements in specialty area. As a recognized subject matter expert (SME) with multiple projects, I led efforts that were focal points in the development of future technology such as the Army Network Modernization program of record. Many tedious reviews of technical concept papers were executed. I developed technical guides, and established technical architectures proposals in Army programs to solve complex network communications (SATCOM, DISA, long range radio frequency microwave links, Army transport methods for long-haul and campus/post level connections). I have led integration efforts of advance state-of-the-art equipment to provide new and unprecedented system/network capabilities for Soldiers and Allied partners in highly mobile terrain within a politically challenged and network desolate environment. Communications with partners and multiple DoD agencies was a daily and continuous effort for providing new or augmentation of existing network transport technology solutions. I investigated and conducted broad studies to determine the most feasible methodology to meet Army requirements using all available systems (military and commercial). I took part in key activities in project and product reviews for Army NETCOM-Europe efforts and partner theater COCOMs. Exploration and evaluation of technology concepts was an ongoing effort for solving challenging Army requirements. I was quick and methodical while proving thoughtful Cost Capability Analysis (CCA) that gave decision makers simple course of actions (COAs) to decide from.

Fleet Cyber Command (FCC) / Tenth FleetPMW 130 IA and Cyber Security I developed and led a pilot program to assess RedSeal (COTS tool- network configurations and ACAS vulnerability combined effect analysis) cyber modeling tool. This effort was in support of FCC/10F Cyber Terrain Mapping (CTM) Naval directive (Task Force Cyber Awakening) to model and assess the IT-21 AFLOAT/ASHORE/ PMW 160 Tactical Networks (CANES/ADNS/etc) networks. I was the sole SME that researched the naval repositories/PMWs for system engineering documentation.I executed processes used to perform IA assessments on various Naval programs of records. My studies was fundamental for the success in the identification and prioritization of the Fleet’s critical cyber threat vectors. High visibility briefs for SES leadership at the Pentagon was instrumental in showing the value of my ongoing assessment. Demonstrations were held for the FCC/10F director (Admiral) and other command leadership who were interested in my findings and assistance. Many mission sets were successfully modeled for FCC to prepare and remediate the founded Cyber Terrain issues within the vast network boundary it oversees.Systems Engineer (Tampa, FL)USSOCOM SORDAC PY engineering and support for Research and Development Ensure the Customer requirements for mission needs are understoodPerformed system reviews, Information Assurance (IA) planning, Development/Operational TestingOversee the execution of cost, schedule and performance of the engineering effortsIT Team Member (Washington DC)Participated as an IT Administrator for customer projectsReview server logs files and troubleshoot error messagesDeveloped PHP/MySQL/IIS database application for management of projectsPerformed IA computer security / Security Technical Implementation Guides (STIG)
