Independently and collaboratively with other scientists, conduct complex scientific investigations and studies to establish fuel quality measurement standards for both biodiesel and hydrogen fuels. Working with advanced analytical equipment, including FTIR, GC-MS, GC, and IC/CD, establish the methods for detection and determination of contaminant levels to support the commercial use of hydrogen as a zero-emission transportation fuel. Coordinate and facilitate cooperative work with hydrogen fuels team as well as affiliated agencies involved in hydrogen fuel programs including: CDFA management and staff, The California Energy Commission, ASTM, NIST, SAE , and other business and governmental stakeholders in the hydrogen fuel mission. Prepare and present scientific reports of experimental results. Conduct field sampling studies. Represent Division of Measurement Standards and CDFA at all related hydrogen fuel meetings and stakeholder events. Lean Six Sigma Greenbelt candidate completing project to improve operational efficiency, reduce cycle time and improve customer satisfaction for Type Evaluation and Certification. Project metrics include - reduce costs, response times, eliminate duplication, remove excess steps, streamline review procedures, establish standard work, and improve application processing and information exchange. Results to date indicate 45% reduction in cycle time and increasing annual revenues through productivity enhancements.

Prepare and present scientific testimony to various legislative committees in support of the Division’s proposal for development of an Alternative and Renewable Fuels Program. Coordinate and collaborate across multiple departments to establish program goals and strategy. Lead a team of scientists and field specialists in complex scientific and technical investigations into the development of tolerances and specifications for alternative and renewable fuels to reduce GHG emissions. Conducted detailed medicinal chemistry research to prepare and isolate novel molecules to be evaluated for cellular activity as inhibitors of cancer cell growth. Chemically improved selected areas of desired compounds to improve bio-availability and pharmaco-kinetic activity. Researched technical literature to discover new approaches to chemical synthesis.
