* Prepare and consolidate work plans and budgets in consultation with Country Field Offices and Headquarters relevant divisions; propose revised plans and strategic measures to implement a biennial work plan.* Lead major Agency services management initiatives such as disaster recovery & emergency response preparedness, information security program, and adopt best practices frameworks.* Develop and maintain relationships with key stakeholders including donors, host government bodies, other UN agencies, NGOs, and other relevant humanitarian actors.* Represent the Agency in the multi-agencies Emergency Telecommunications Cluster to coordinate a shared security telecommunications and internet connectivity to the humanitarian community responding to the Syria crisis.* Coordinate Division annual budget preparation and advise Chief on the cost planning process, redeployment of funds as appropriate, staffing plans, and justification of expenditures to ensure alignment with Agency Medium-Term Strategy and Headquarters and Country Fields KPIs.* Provide leadership and direction to Section/Unit heads and team leaders; assist in staff engagement focused on innovation, collaboration, and client orientation. Foster teamwork and communication among staff and promote work ethics.* Liaise and coordinate between Headquarters & Country Field Offices stakeholders and guide users on all aspects of business case development for project proposals. Including business processes re-engineering and change management to support programs' strategic objectives and Agency Medium-Term Strategy.

Amman - Jordan

* Manage Agency ICT Network infrastructure operations for UNRWA Headquarters and Country Field Offices in (Jordan, Lebanon, Syria, Gaza, and West Bank) to support the program's delivery for Education, Health, Relief & Social Services, Camp Improvement, Protection, and Microfinance.* Perform specialized professional work involving feasibility studies, planning, system design, implementations, and operation of technology infrastructure systems and services to interconnect local networks of 12,000 stations with UN and other global networks.* Maintain deep Field telecommunications and connectivity services to support emergency response teams in emergency preparedness and response areas.* Lead administration of Section to ensure that work objectives and plans were met and provide support and leadership to technical/administrative staff within Division and Country Field Offices.* Act as a certifying officer for Section general funding and project accounts. Coordinate and follow up on Section budget, staff recruitment, contracts management, and procurement matters — ensured reporting on financial and administrative issues to headquarters and donors.* Manage and re-negotiate vendors' Service Level Agreements (SLA) to ensure service delivery according to agreed Quality of Service (QoS) with minimal operational disruptions.* Represent the Agency at inter-agency meetings and participate in international, regional, or national conferences to provide programmatic expertise.* Research & analyze technological alternatives to advocate appropriate use of technology in addressing various information and collaboration needs — provide recommendations and solutions for continuous service improvement.

* Plan, design, implement, and manage Agency network infrastructure and telecommunication services including LAN & WAN, Routing & Firewalls, Data Centers, Servers & Virtualization, Storage & Backup, VSAT & Microwave connectivity, Telephone PABX, and Video Conferencing systems for Agency Headquarter's in Amman and Country Field Offices in Jordan, Lebanon, Syria, Gaza and West Bank.* Perform specialized professional work involving planning, feasibility studies, system design, contract & project management, implementing and operating complex ICT infrastructure systems and services.* Advice on system analysis, design, and integration. Carry out necessary market research, draft equipment specifications, evaluate, and recommend appropriate system environments.* Monitor compliance and adherence to Agency policies, guidance, and procedures. Keeping core infrastructure services standards & guidelines up to date and easily accessible.* Oversight of the Help Desk and managing application services like Email, Office Applications, first-level user support, assets acquisition & management, including their maintenance and inventory.* Develop and recommend strategies to address network infrastructure architecture, telecommunications connectivity, and related training needs for Headquarters and Country Field Offices.* Keeps abreast of development and determines the need for testing and evaluating new products and technologies. Provide leadership on introducing technological changes and prepare various technical reports.
