It was during my tenure that the Department made its visibility more pronounced than any time ever in its existence through enforcement, institutional development, production of operational manuals, modification of existing rules and Acts, introduction of operational systems and procedures, procurement of logistics and transports, expansion of organizational structures, increase of budget allocations and so on and so forth, obviously through defying instructions undue orders and pressures from above. As Bangladesh, under obligation to phase out CFC-based technologies, could not do so within the timeline because of its inability for funding cost for transition into non-CFC based technologies on the one hand, and non-availability of non-CFC-based technologies on the other, we had to fight strong challenges and pressures, specifically from developed countries like USA, UK… Show more The best part of the success of negotiation in international conferences and meetings was under Montreal Protocol. As Bangladesh, under obligation to phase out CFC-based technologies, could not do so within the timeline because of its inability for funding cost for transition into non-CFC based technologies on the one hand, and non-availability of non-CFC-based technologies on the other, we had to fight strong challenges and pressures, specifically from developed countries like USA, UK, Australia and Canada, in order to keep production of CFC-based MDI (metered-dose-inhaler) running and unaffected to protect asthma patients in the country. As the leader of the delegation I presented the case in a number of MOPs under the Montreal Protocol, and finally the delegates had to accept my arguments on the need for keeping the production of MDI unaffected unless and until the fund and technologies for transition into non-CFC based are made available for Bangladesh, and thus a decision endorsing Bangladesh position adopted in MOP 18 of the Montreal Protocol, held in New Delhi in 2007.Under UNFCCC COP:In the meeting of the Conference of the Parties (COP) under UNFCCC, I played a very key and vital role in COP13 in Bali, Indonesia in 2007 and COP14 in Poznan in Poland in 2008 on behalf of Bangladesh Delegation. On the sideline of the COP also led Bangladesh negotiating teams in dialogues with member countries and development partners like DFID, DEFRA of UK. Also led the team to make presentations before various stakeholders showcasing Bangladesh initiatives in handling climate change impacts with whatever domestic resources she could mobilize and the technical and managerial capabilities it could apply out of her own experience. Mujibul Huq, formed to examine the justifications, rationale, possibilities of pay increase of the employees of the government, semi-government and autonomous bodies taking into consideration government revenue generation, financial capacity, market index and other relevant issues and submit a report with the recommendation for implementation by the government. Anomalies in pay-structures and mismatch in promotion prospects, disparity between services, rationalization of pay-fixation, etc were its responsibilities. As the member-secretary of the NPC my responsibilities were to mobilize the NPC secretariat towards collection of data, information, statistics, reference materials; offer secretarial services to the Commission, collating, typing and printing of reports, holding meeting with various representative groups to share their views, suggestions, objections, demands, grievances and put those on record for use in the report and finally help submit the report within due time. This Commission submitted the Pay Commission Report within the shortest possible time ever, obviously under my bold leadership and challenge despite unwillingness of the Commission including the Chairman to submit the report as early as I had make them do. That was really a great challenge, indeed. During the period of working as the MS of the NPC, I had the rare chances and opportunities to look into the government systems,its financial management, the economy as a whole, the prospect and challenge a nation comes across at points of transformation, including the process of taking decision on such very important and relevant issues the implementation of which do have tremendous impact on the economy, finance and social stratification of a resource-starved country like Bangladesh.
